Mandate Cleveland Water to Fund Lead Pipe Replacements for New Connections
The Issue
Our personal journey of building our dream home and indoor swimming pool has turned into a nightmare of unanticipated costs and bureaucratic red tape. The project, initially filled with hope and joy, has consumed an extra two years and thousands of our hard-earned dollars to realize.
A primary source of our financial burden and delay stems from a poignant issue - the replacement of lead water pipes for new connections. Buried within the fine print of regulations, we found that we are obliged to fund the expensive eradication of these harmful pipes and dig up the street, replace the pipes, rebuild the street, all at our own expense. Cleveland Water is not covering any of the infrastructure costs.
But it doesn't have to be this way. Cleveland Water has been the recipient of substantial grant money intended to address exactly this issue; it has received millions of dollars to help meet new standards requiring that lead water pipes be replaced. This injection of funding was not designed to fuel profit but to relieve the health and financial burden on citizens posed by lead piping.
We implore Cleveland Water to use that grant responsibly. Rather than passing the cost and burden onto homeowners or new construction projects, they should utilize their financial resources to replace lead water lines for new connections or at least permit builders to connect to the existing infrastructure.
