My foster-to-adopt son has suffered immensely due to lapses in the child protection system. Three years ago, his life was irreversibly altered by abusers who still walk free. Despite the clear signs of abuse, the lack of a swift and thorough investigation by Child Protective Services (CPS) meant that those who harmed him were never brought to justice. This heartbreaking experience has motivated me to seek changes that could prevent the same tragedy from befalling other children.

CPS was established to safeguard the welfare of children, and this mandate requires timely and accurate interventions. Currently, delays in investigations can lead to the loss or contamination of crucial evidence, and, tragically, ongoing harm to vulnerable children. It is essential that all parties responsible for a child’s welfare act immediately to protect them.

We propose the establishment of a law that mandates CPS to complete child abuse investigations within 24 hours, ensuring accuracy through verification by the child's advocate team. Once the investigation is finalized, the findings must be reevaluated within a week's time to confirm that evidence has been accurately collected and preserved. This process not only ensures a thorough examination but also provides transparency and accountability, rebuilding trust in a system that has far too often failed the very individuals it pledged to protect.

According to the National Center for Injury Prevention and Control, around 1 in 7 children experienced child abuse in the last year, though this is likely an underestimation. When time is of the essence, these delays can be devastating. Fast and thorough investigations are crucial to safeguarding children, ensuring necessary evidence leads to proper legal action against abusers, and ultimately, serves justice.
