Manchester SOB (Save Our Bins)

The Issue

Manchester City Council is reducing the size of the individual (grey) general waste bins across the local authority area.  The standard 240 litre grey bin will be reduced in size to 140 litres - (enough for only two full black bin bags). Most residents have not been consulted about this proposal and our canvassing of some neighbourhoods has indicated that residents are struggling to manage their waste with the existing 240 litre bins - so a reduction of 100 litres will mean that they will run out of capacity and create large amounts of side waste.  We fear that this excess side waste will either be fly tipped in the area or residents will be forced to use their neighbours bins i.e. 'ghost dumping'.   How will MCC protect resident's bins from 'ghost dumping' and the prospect of being charged penalties as a result? The new smaller bins will be both labelled and 'TAGGED' !? Will these TAGS be electronic and have the details of the property to which they've been allocated? 1] Responsible residents will be forced to make trips to recycling centres and tips in order to dispose of their side waste - causing extra pollution and congestion on our roads. 2] Significant proportions of Manchester's neighbourhoods are transient in nature and share accommodation in large Homes In Multiple Occupation (HMO's).  How will MCC support these neighbourhoods to avoid increased fly tipping? 3] MCC has not improved its capacity to recycle some household waste items like yoghurt cartons, plastic fruit/veg trays and some children's toys, etc.  4] MCC has also failed to encourage supermarkets to reduce the amount of packaging they use in their stores, e.g. plastic trays for fruit and vegetables, etc. Its unfair to impose all the burden of reducing the costs of waste disposal on residents ONLY! 5] MCC has also failed to provide enough time to evaluate the performance of existing 'BEHAVIOUR CHANGE' strategies, which, could have resulted in improved recycling and reduced the cost of waste disposal, for example, better monitoring, enforcement and education, etc. The RCTA would like to give the residents of Manchester the opportunity of rejecting MCC's roll out of the smaller general waste bins (with TAGS) and to help us make the case for retaining the existing 240 litre bins.
