Make VCAS 100% NO KILL and make them spend their $2M on the animals

The Issue

Boston, a dog I wanted to adopt, was killed by VCAS on 3/31/2023. A rescue had also reached out stating they wanted to "pull" Boston. They were ignored until after he was killed.

The VCAS Foundation, as of their 2021 IRS filing, has over $2,000,000 cash, which they are refusing to spend on saving these animals by providing the necessary training.

The director of VCAS has complete control over policies, procedures, spending decisions, etc.  This initiative, filed with Ventura County Elections Division on August 29th, would wrest that control away from the director and vest it in the Animal Commission.

The Animal Commission is made up of eight City Councilmembers from the cities that contract with VCAS and one Supervisor from the Ventura Board of Supervisors. These members represent the people of Ventura County who provide 100% of the funding of VCAS' annual budget. They should be given back the oversight role they once had and be given control over the policies, procedures, spending decisions, etc. regarding VCAS.

Currently, "adoptable" animals are determined by the same people who seek to kill them. That means adoptable animals are being killed. That needs to stop.

VCAS does maintain a 90% plus live release rate, which allows them to carry the No Kill mantle. However, using that standard still allows adoptable animals to be killed.

Now is the time to express your concerns because the Ventura County Board of Supervisors will soon be voting for or against adopting this initiative, rather than having it go through a lengthy petition process.
