our juice cartons are so small that we finish in one sip. Kids don't like milk anyways. And most of the time what people don't drink gets tossed out and it is a waste of funding. Also since the juice is so small kids are often dehydrated and with the recent heat wave in California kids need to be hydrated more than ever. Doing this would save money and not waste food.
