Make Texas a No-Euthanize Zone for Pets Displaced by Flooding

The Issue

Floods are displacing families across Texas — and that includes the animals they leave behind. Right now, overwhelmed shelters are filling up fast, and without immediate action, many of these pets face unnecessary euthanasia simply because there’s nowhere for them to go.

This isn’t about bad shelter workers. It’s about a system stretched to the breaking point. Flooding, heat waves, and economic hardship have pushed shelters past capacity — with more animals arriving every day. Still, many communities haven’t declared a no-kill emergency, meaning healthy, adoptable pets can still be euthanized for lack of space.

That cannot be how we respond to disaster.

We’re calling on Governor Greg Abbott and the Texas Department of Agriculture to designate temporary no-kill protections statewide during and after flood-related disasters. Every city and county shelter must be required to pause euthanasia of healthy, adoptable animals until emergency housing and transport options are in place.

We also call on the state to fund regional emergency sheltering support — including transport networks, fostering programs, and temporary overflow housing — so local shelters aren’t forced to make impossible choices.

Texans step up for neighbors in a crisis. That should include our animals, too.
