The Issue

To the United States Congress,

We, the undersigned, urge you to make standard time permanent and end the practice of changing clocks twice a year. The evidence overwhelmingly supports the numerous health and societal benefits of permanent standard time compared to the current system and to permanent daylight saving time.

1. Health Benefits of Permanent Standard Time

 • Improved Sleep Quality: Permanent standard time aligns more closely with our natural circadian rhythms, which are tied to the sunrise and sunset. Consistent exposure to natural light in the morning promotes better sleep quality, contributing to overall health.

 • Reduced Risk of Chronic Conditions: Studies show that disruption to our body’s internal clock, such as from changing to daylight saving time, can increase the risk of heart disease, stroke, and metabolic disorders. Standard time reduces these risks by providing more consistent routines.

 • Lowered Risk of Mental Health Issues: Seasonal changes in time are linked to increased rates of depression and anxiety. Permanent standard time, by maintaining a more natural light cycle, can mitigate these seasonal mood disruptions and support better mental health.

2. Negative Effects of Daylight Saving Time (DST)

 • Higher Rates of Heart Attacks and Stroke: Research has documented a rise in heart attacks and strokes immediately after the switch to daylight saving time each spring, as the abrupt shift disrupts natural sleep cycles.

 • Increased Accident Rates: DST transitions are associated with a higher risk of accidents on the road and in workplaces due to disrupted sleep and decreased alertness. Standard time can reduce these occurrences by promoting better-rested and more alert individuals.

 • Sleep Deprivation: Moving to DST leads to chronic sleep loss for many, especially for those who already struggle to get enough sleep. Lack of adequate sleep is linked to a wide range of health problems, including obesity, diabetes, and weakened immune function.

3. The Case for Permanent Standard Time Over Daylight Saving Time

 • Better Alignment with Natural Light Cycles: Standard time is more consistent with the solar day, benefiting children and adults alike by promoting a balanced, natural wake-sleep cycle.

 • Support for Healthy Development in Children and Adolescents: Kids, especially teenagers, require more morning light exposure to establish healthy sleep cycles. Standard time can help ensure children are alert and ready to learn by aligning their schedules with their biological clocks.

 • Evidence-Based Approach: Numerous health organizations, including the American Academy of Sleep Medicine, advocate for permanent standard time. Studies increasingly support that it is the healthiest option for individuals and communities alike.

We ask that you prioritize public health, safety, and well-being by enacting legislation to adopt permanent standard time. This change would improve our collective health, reduce strain on healthcare systems, and foster safer communities.

Thank you for considering this important issue.
