Make Microchipping Mandatory for All Dogs in Centre County

The Issue

In Centre County, five dogs were recently abandoned in a remote wooded area, left alone to fend for themselves in freezing conditions. Two are still missing. Their owner, who has since admitted to "dumping" them, faces multiple animal cruelty charges. But here's the heartbreaking truth: this kind of thing happens more often than we think, and too many animals slip through the cracks with no way to trace their owners.

It doesn’t have to be this way.

We’re calling on the Centre County Commissioners to pass a local ordinance requiring mandatory microchipping for all dogs. This simple, low-cost step would give animal control officers, shelters, and veterinarians a reliable way to identify pets and reunite them with their families, or hold abusers accountable if they’ve been dumped or mistreated.

Microchips don’t invade privacy, and they don’t track your dog’s location. They’re just tiny IDs, registered to pet owners, that can be scanned if a dog is lost or abandoned. It’s the digital collar tag that doesn’t fall off.

Many loving dog owners already microchip voluntarily. But without a county-wide requirement, people who neglect or abandon animals are the least likely to take this step. In cases like the recent Bellefonte abandonment, it can take weeks to confirm who a dog belongs to, if they’re found at all.

We believe Centre County can lead by example in Pennsylvania. By making microchipping mandatory, we can protect dogs, support shelters, and make sure no pet is ever dumped without accountability.
