Make It Illegal to Own Unspayed/Unneutered Pets Without a Breeding License

The Issue

As someone who works in the animal world, I have seen firsthand the consequences of irresponsible pet ownership. Overpopulation of dogs and cats in shelters is rampant. Puppies and kittens are often dumped in boxes in alleyways or on the side of roads. Backyard breeders produce puppies without providing proper care, and unfixed cats that free roam contribute to an increasing number of feral cats.

This problem needs rectification. By making it illegal to own a dog or cat that is not spayed or neutered unless you have a breeding license, we can significantly reduce these issues. Licensed breeders would be subject to inspections by animal control, ensuring animals receive appropriate care.

According to the ASPCA, approximately 6.5 million companion animals enter U.S. animal shelters nationwide every year (ASPCA). Of those, about 1.5 million are euthanized due to overpopulation (ASPCA). Implementing stricter regulations on pet ownership can help reduce these numbers drastically.
