

It is the courageous who are compassionate and it is the cowards who are cruel. This has been proven by the Indian armed forces.
While the majority of the Indians are busy killing and hating dogs the armed forces and the security forces of India are doing just the opposite.
The ITBP (Indo Tibetan Border Police) after having made dogs an integral part of their force, is now setting up a retirement home for its K-9 veterans — who are no longer fit for active duty. The dogs who have retired are more than eight years old. This great news was tweeted by our honourable Prime Minister Narendra Modi where he appreciated the initiative taken by ITBP.. In his popular prigramme Mann Ki Baat on 31st August 2020 the Prime Minister spoke about the Indian canines and urged people to adopt them. He further acknowledged their contribution in armed forces, security forces and police forces in India.
TTBP has set an excellent example by taking care of their own dogs post retirement. The Indian army has been following this tradition for past several.years. Once an army dog gets old ( 8 – 9 yrs) he/ she is given an honourable retirement and shifted to an old home for dogs at RVC centre Meerut where they remain for the rest of their lives.
Today there was a disturbing whatsapp message which had a mother dog pic (pic in the post). This was the content of the message:
"Urgent help
New Delhi railway station
Who feeds there
Pls any clue tell
Geeta ma'am +91 99993 82880"
Geeta here most likely is the Vice President of Friendicoes, an animal welfare NGO.
Don't know if the mother dog gets food for her and her pups? Whether all her pups are alive? Whether she is being treated kindly by humans?
Railway station is a place of work so is a metro station, stadium, malls, airport, bus depot, schools, coleges, offices and the list goes on......
There are dogs living in these places / organizations but do the heads of these institutions and the people working there know anything about the Dog rules 2001? That the dogs living within their premises have a right to live there. That they cannot be removed, beaten or killed.
The answer for all these questions is probably no.
Animal.welfare organization's like Friendicoes, Peta, PFA and many non animal welfare organisations like Rotary club are volunteering to feed the dogs in non residential.areas.
They are doing a great service to the voiceless but wouldn't their efforts be more fruitful and beneficial if they get full support from the employees of these organization's as well?
We should not forget that these NGOs are entirely dependent on donations. So if every organization with the help and support of its employees start taking care of their own dogs then the financial burden on these NGOs will be greatly reduced. And the meagre resources which they have may be used on other needy animals.
It's time all the institutions of India just like our armed forces and security forces took the responsibility of the dogs living in their area. Right from.their food and water to their sterilization and vaccination.
The Dog rules 2001 can be successfully applied only when the mechanism of its implementation is properly worked out. Right now it's not properly implementable especially in non residential areas.
Even in few offices where the employees are taking care of the dogs there, they are doing it on voluntary basis. The same applies for schools and colleges The. students and teachers are doing it on voluntary basis. But these employees, teachers and students are the brave ones because they often face resistance from the administration but that does not stop them from taking care of the dogs. But not all employees, teachers and students are brave. ...so just imagine the plight of the dogs who reside in such institutiins......
The reason for so.much opposition is due to lack of awareness. The head of the institutions are hardly aware about this very important law.
The Ministry of Animal Husbandry, Dairying and Fisheries and AWBI should formulate a guideline in this regard and send it to all the heads of institution.
The institutions can work towards this noble cause under their Corporate social responsibility.
The Prime Minister of India is a visionary and this time he has come out with a new vision for India which he calls 'Atmanirbhar Bharat' '(self-reliant India' or 'self-sufficient India). This is indeed the need of the hour.
The community ownership of dogs by every residential colony, offices, schools and colleges is a step towards making India self reliant
