
Just few days back the Noida authority came out with a pet dog policy which said registration of pet dogs shall be compulsory and will have an annual charge of Rs.500 failing which the owner will have to pay a penalty of Rs. 5000. Also they would be penalised if their dog is found defecating in the open.
The Noida authority is probably not aware about the reality in India. Pets are often bought by people in India. They are considered a commodity and not family members by many. Higher the price paid more is the social status. They buy dogs to flaunt their status.
Many middle class families tie the dogs near the front gate and keep the dog in open. For them the dog has been purchased to guard their house.
In Greater Noida a pet dog owner has been caught red handed beating and kicking his dog for no reason at all. The dog used to be kept in the balcony 24/7. Thankfully PFA Gautam Buddha Nagar head Kaveri Rana filed an FIR against this monster and got him arrested.

The million dollar question is that will such pet owners pay annual registration fee to the Noida Authority for their dogs and will they ever pay the penalty of Rs. 5000 for default in registration ?
The answer is NO
It's very sad that our policy makers make policies without giving much thought to it.
The current decision of the Noida authority will only demotivate people from dog adoption and instead will lead to more dog abandonment which will ultimately increase more stray dog population.
The Noida authority should devise policies and find ways which can promote stray dog adoption and sterilisation and not vice versa.
Instead of penalising pet owners they should be penalising pet abusers and animal abusers.
This will not only give them big revenue but also bring back morality and ethics which unfortunately is fast disappearing from Earth.
