Nothing can be more insane and detrimental to pet keeping  than the new pet dog policy which has been approved by the Noida authority (Uttar Pradesh). Some of the highlights of the policy are given below:

1 Annual registration of pet dog is cumplsory and anybody failing it will be fined with Rs. 5000. 

2 Pet owners will be charged Rs 500 annually for getting their dog registered and after registration, every dog will be issued a bar-coded identity card and will be geo-tagged and it would be mandatory for dogs to wear it.

3 A financial penalty will also be imposed on the owners if they unleash their pet dogs in public spaces or the pets are found defecating in the open.

4 Pet owners can visit Noida Authority website and follow steps to get their pet dog registered and they have to annually register the pet in the month of April every year.

The Noida authorities probably don't know that there are many Indians staying in Noida who may have adopted Indian dogs from the streets. These people are not very well off and economically quite poor. For them their pet dogs are their family members. Unlike the pedigree owners who often buy dogs from breeders for their social status and when the dog becomes old or sick they abandon the dogs, these pet owners have picked the Indian dogs from the street and made them a part of their family. We recently witnessed this when many pedigree breed pet dog owners abandoned their dogs on the roads of India due to the Covid 19 pandemic.  

Does the Noida authority think that such cruel and money minded owners will be ready to pay a registration fee of Rs. 500 every year and also be willing to pay a fine of Rs. 5000 in case they fail to get their dogs registered? Instead these people will prefer to abandon their dogs on the streets to die. And the economically poor people will also do the same not because they would love to do it but because they may not afford such high penalties and annual registration fee of Rs 500. 

The new policy is an outcome of numerous complaints of dog bites and excreta being found in parks and other places in the city. 

Now how insensitive and blind the Noida authority is towards the man's best friend. People in India still openly defecate and urinate in India and there are still no penalties on people. 

If the Noida authority thinks that by levying penalty and through annual registration charges it will get revenue on a regular basis then it is totally mistaken because with every passing year the number of dog abandonment will increase and the registration money will only decrease. It's all about demand and supply. There is hardly any demand for pet keeping in India. And by such policy the demand will further decline. 

I wish the Noida authority had consulted some good economist before framing such a useless policy. 

Instead the Noida authority should have focused on the following issues:

1 control stray dog population by opening more ABC centre.  

2 Creating awareness about the ABC  programme, canine rabies and how people can prevent dog bites. It is wrong human behaviour which induces dog bites.

3 Encourage people of Noida to adopt dogs especially stray dogs

After the implementation of this insane policy the Noida street will find more dogs on the streets. More excreta and more man-dog and man-man conflict. 

Currently it is the pet owners and the pet dogs who have been targeted, tomorrow it may be the caregivers. Also there are many pet owners who also are the caregivers of the stray dogs of their colony.  The RWAs and the majority of the  residents  already have made the life of dogs (pet and stray) and pet owners and caregivers miserable. This policy will only make the RWAs and the dog haters more intolerant towards dogs and  their owners and caregivers.  And this will further increase more man-dog and man-man conflict. 

Shella a pet dog in Punjab was thrown from the 4 th floor just because she bit the neighbour. The neighbour became so furious that he picked the dog and threw her down. Although the pet owner claims that the dog did'nt bite the neighbour and he threw the dog under intoxication.  The dog is no more. Whether the dog bit the neighbour or not but he had no right to kill the dog. The man should be put behind bars. That's his right place.

Two days back a video got viral on social media where a dog owner in Punjab has himself placed his dog in front of his car and then in the most cruel and barbaric fashion crushed the helpless dog under the wheels of his car.  It is being said that the man is a dog breeder.

Punjab is definitely in the making of the most unfriendly and cruel state for dogs in India .

But what about Uttar Pradesh? With such unfriendly dog policies the state may become a runner up. 

The Noida authority should know that such policies will help no one. Neither humans nor dogs. Instead the city will get a tag of cruel city. 

So they should think twice before framing such policies. If at all they want to come out with sensible pro dog policies then they should stop dog breeding completely in their city.

Dont understand that why is the AWBI even allowing for compulsory registration of dog breeders, the AWBI should actually ban dog breeding and trade in the whole of India.
