About few days back a case was reported where a female dog Bhoori with her four pups were picked up and dumped at a remote place by the employees of a garden where marriage functions take place in the city of Indore. The babies were born during the lockdown period and were around four months old. Two caregivers were feeding the mother and her babies ever since they were born but about a week back the manager of that park got the babies and the mother relocated. Search operation started and the caregivers tried to file an FIR but as usual the FIR was not lodged. Probably the police didnt find offence against animals a crime. How disgusting and shameful is that.

Luckily two of the pups (black ones in the pic) were found but the remaining two and their mother Bhoori has still not been found. God knows how they must be. Hungry, thirsty and fighting with dogs of other areas. The chances of the pups being alive is getting dimmer and dimmer with each passing day. May be they are already dead or on the verge of dying. And imagine the trauma Bhoori must be undergoing. Isn't all this a crime? Putting a mother and her kids through so much suffering both physical and mental.

As per prevention of cruelty to animals act relocation of dogs is a punishable offence. The penalty for this offence may be just Rs. 50 which is quite shameful but that should not stop the police from lodging an FIR. According to the Dogitization campaigner Vandana Jain there is enough evidence against the perpetrators then why is the police reluctant in lodging an FIR?  The two caregivers Sagar Chouhan and Bhavna Jadog were continuously feeding this family inspite of Lockdown situation.

On 2nd July 2020 the manager of the garden asked the caregivers to remove the dogs to which the caregivers said that they were looking for alternative arrangement.

But then on 4th July two pups and their mother were gone. The manager had got them removed. The caregiver Sagar Chouhan threatened the manager with legal action if he touches the remaining two puppies. But on 5th July the remaining two were also gone. Imagine this is the kind of fear people have in India for animal laws.

Why isn't the Indore police lodging an FIR against the accused? 

Whether the police takes action or not but the owner of the garden should dismiss the manager. Imagine the man in the hospitality department is so inhospitable and hostile towards the voiceless.

We in India are talking about making amendments in the PCA Act by making stricter punishments and higher amount of penalties but what's the point because for a any kind of punishment strict or lineant the first step is to lodge the first information report  (FIR). 

If today the Indore police is not registering FIR for a crime whose penalty is just a meagre Rs. 50 then what is the guarantee that it will file an FIR for the same crime if it's penalty amount has been risen to may be Rs. 300,000?????

The problem in India is the law enforcement and not so much the amount of penalties and the quantum of punishment.

If the police in India did their duty towards the voiceless with full honesty and integrity then probably all the Bhooris and their kids would have been leading a happy life. A life without fear of being relocated and killed.
