
The Odisha govt has sanctioned additional rupees 80 lakh from the Chief Minister's Relief fund for feeding the stray animals of their state during the period of the lockdown. The chief Minister Naveen Patnaik had earlier sanctioned Rs. 54 lakh for feeding the stray. Compared to states like Maharashtra, Delhi, Punjab, Haryana and Uttar Pradesh this state is economically quite poor but that has not stopped the state from using their meagre funds for the starving animals. Let's see how Delhi is treating it's stray animals during lockdown. The Delhi govt and the municipal corporation seems to have forgotten that there is a stray animal population too in their state.
While the caregivers and the NGOs are working very hard both in Delhi and Delhi NCR but the Delhi Govt and it's neighbours the Haryana Govt and Uttar Pradesh Govt doesn't seem to have sanctioned any fund for feeding the stray animals. All three are economically better off than the state of Odisha. But they don't seem to have the heart as that of the state of Odisha.
Anyhow if we talk about Delhi residents, this is how some are utilizing lockdown time.
In a residential colony in Delhi a father and daughter were mobbed by their own neighbours for feeding the dogs. One can see how social.distancing is being observed by these people. A lady in red has come out without a mask. For her more important is to get the feeding stopped and not wearing a mask. Just see how casually these people are taking COVID- 19. Watch the video and see how few people in Delhi are following the guidelines of social distancing during the lockdown. They even called the police because they believe that feeding dogs is illegal and the caregivers should be punished.

This is nothing new in Delhi. It keeps happening all the time. Some caregivers succeed in making a video and many don't.
The Bengaluru municipal corporation has already issued a public notice in this regard. The notice clearly says that feeding stray animals is an essential service and harming dogs or stopping the caregivers from feeding or harassing them is a punishable offence.

Delhi is a power centre which has powerful and influential people living in the city. Hence, many have no fear of law and humanity seems to have died long back especially for the man's best friend.
In another incident
The stray animals dogs and monkeys living in an educational institution in Delhi are starving. The feeders were initially allowed to go inside the campus to feed but now they have been stopped. Due to an absence of a guidelines for management / welfare of stray dogs in educational institutions the schools and colleges are absolutely clueless as to how to take care of the stray dogs living within their campus. Dogs often survive on the leftovers from canteens and food given by students and staff on a voluntary basis. The dogs are generally not sterilized nor vaccinated. The truth is that most of the principals, vice chancellors and teachers don't even know the basic dog rules that the dogs cannot be relocated and they have to be sterilised and immunised against rabies (the ABC programme).
If only the AWBI had made a guideline for the educational institutions then such situations would have never arisen.
With COVID -19 or without COVID - 19 the capital city is the same for the man's best friend and the caregivers.
Feeding animals is an essential service during lockdown but are the residents of Delhi or the heads of educational institutions even aware of it?
