
Stray dogs are not only found in residential colonies in India but also in offices, hospitals, schools and colleges.
Unfortunately majority of the educated class whether it be doctors, engineers, corporate managers or professors, they are absolutely unaware and ignorant about dog laws and the ABC programme. The result is that there is no stray dog management in these organizations. Hence, the dog population multiplies. The dogs mostly live in the most unhealthy and deplorable conditions without any food and water.
But sometimes the dogs get lucky in getting caregivers in the form of students, employees or staff. These are people with a heart of gold who not only feed the dogs but also at times take care of their medical needs. But very few take the initiative of getting them vaccinated or sterilized. This is largely because of ignorance and even if they are aware they do not know how to go about it. There are no guidelines as to how to manage stray dogs living in organizations.
Recently three incidents have come to light. One in Noida (Delhi NCR), second in the city of Delhi and third in Mathura (a city in the state of Uttar Pradesh) :
The first incident took place on 21 November 2019 in Amity School, sector 44, Noida (Delhi NCR). According to the reporter Avnika (M-9873654768) the school tried to throw away small puppies in a box. A female dog had given birth in the school compound and the school authorities were trying to throw the babies away when a bunch of students spotted them doing it and reported the matter. It seems the younger generation especially children of India are more aware about animal rights and are more compassionate towards dogs than the older people and their parents.
Wouldn't it be more sensible and appropriate had the school administration got the female dog sterilized? Then this situation would have never arisen.
In the second incident a news was circulated on 22 November that there is stray dog menace in DDU (Deen Dayal Upadhyay) hospital in Delhi.
Fortunately the dogs had caregivers and they reported that the dogs never bite or harm anyone. According to them the person responsible for spreading rumours about dog menace in the hospital is an RWA president of C block Hari Nagar who is also politically well connected. And he didn stop there. After spreading the news he also got the dogs removed from the hospital. The caregivers are now looking for the relocated dogs and trying to get them back. They have succeeded in getting most of them back. But what about those who are lost and left in the cold winter to die. No food, no water and an alien world. The dogs are bound to die.
Relocation is an offence but that is happening all the time in the capital city of Delhi. No implementation of law and no action taken against the guilty.

In the third incident which has taken place on 24 November a college student Nitin (M- 7453995813) studying at IVS Institute, Mathura has reported that there are few stray dogs residing in his college hostel and one of the dog whom he calls Blacky is injured and has one leg fratured. Nitin strongly suspects the guards of the institute to have beaten the dog and broken his leg. He wants to get the dog treated but is scared. He cannot report against the guards to the administration for cruelty because in India it is the administration which gives order to the guards to beat the dogs out of the campus. The boy is scared for the dog and feels helpless. He feeds the dog and takes care of him secretly. He hasn't got the guts to confront the administration.
Is it really the fault of the hospital administration or the school and college administration for indulging in relocation of dogs or for cruelty towards them?
The question is that are they even aware about the dog laws and the ABC programme?
The answer is no.
Whether it be RWA of a colony or the head of an institution they are all quite ignorant about dog laws and the ABC programme. And they all want the stray dogs to be removed from their area.
What has the environment ministry done in this regard?
Nothing. It is still waiting for a state of emergency to arise.
The dog law clearly says that the dogs cannot be relocated then why is relocation happening?
Simple reason is that the administration knows nothing about dog laws and the ABC programme.
It is now the duty of the Animal Welfare Board of India, Ministry of Environment and Forest, Govt of India to frame guidelines for the welfare of stray dogs living in organizations.
And once framed they should be sent to all the hospitals, offices , schools and colleges so that the dogs residing in these organizatiins should not face any cruelty. They get food and water and the administration with the help of the caregiver get the dog Sterilized and vaccinated.
