Make Dwarka Expressway Fair for Local Residents – A Citizen Appeal

We Support NHAI’s Vision — But Citizens Deserve Fairness Too The Dwarka Expressway stands as a proud symbol of India’s infrastructure progress — a world-class road connecting Dwarka (Delhi) and Gurugram (Haryana).
We, the citizens of the National Capital Region (NCR), deeply appreciate the efforts of the National Highways Authority of India (NHAI) in making such transformative projects possible.
However, an unintended policy gap in the current toll structure has created genuine hardship for residents who live within a 15 km radius on either side of the expressway — those who use it not as a highway, but as part of their daily city movement.
The Current Situation
Local Resident Pass: ₹340 per month (₹4,080 per year) — unlimited trips.
Annual Pass: ₹3,000 per year for 200 trips — but unused trips lapse after one year with no carry-forward or refund.
This means that residents who travel occasionally — perhaps twice or thrice a week between Dwarka and Gurugram — end up losing money for trips they never used, or pay a higher price simply because of where they live.
The current system does not differentiate between long-distance travelers and local commuters who are part of the same metropolitan ecosystem. We believe this goes against the spirit of “Ease of Living” and integrated NCR development envisioned by our policymakers.
Our Appeal: A Fair and Balanced Solution
We are not opposing NHAI — we are supporting a fairer implementation that balances citizen rights with the Authority’s operational needs.
We respectfully propose two simple, constructive, and workable reforms:
1. ₹500 to ₹ 800 Annual Local Pass (Unlimited Trips) For all residents living within a 15 km radius on either side of the Dwarka Expressway.
Affordable for all middle-class citizens. Encourages legitimate use by local families, office-goers, and service providers. Easy to verify through residential proof and FASTag linkage.
2. Non-Lapsing Annual Pass (3–5 Year Validity)
For all toll users opting for an Annual Pass, the unused trips should carry forward automatically. Prevents financial loss and promotes trust. Ensures citizens “pay for what they use.” Reflects the fairness and transparency expected of a public authority.
Why This Matters
The Dwarka Expressway is not an inter-city highway — it is a daily lifeline within NCR. Residents cross it to go to work, schools, hospitals, or markets — not to travel between states.
A fair toll policy will:
Reduce congestion by encouraging citizens to use the expressway instead of inner-city roads. Strengthen public trust in infrastructure authorities.
Align toll management with constitutional principles of equity, proportionality, and fairness.
Our Request to NHAI and MoRTH
We urge NHAI and MoRTH to kindly review and revise the current policy to:
Introduce a ₹500 to 800/- per year unlimited Local Pass for residents within 15 km on both sides of Dwarka Expressway.
Ensure Annual Pass balances are not forfeited and remain valid until used (up to 3–5 years).
These two small but meaningful changes will go a long way in showing that citizen convenience and fairness remain at the heart of India’s development model.
