Make Collie–Preston Road Safe: Upgrade the Dangerous Section to Protect School Children

The issue

This petition calls for urgent safety upgrades to the dangerous section of Collie–Preston Road between Glen Mervyn Dam and Mumballup — a stretch of road with no sealed shoulders, a history of serious crashes, and daily school bus traffic.

This section of road forces vehicles, including school buses and trucks, onto the gravel shoulder due to the narrow sealed surface and deteriorating road edges. The evidence is visible: tyre tracks, edge break, and gravel displacement along the entire length.

Why this matters:
🚸 1. School Children Are at Daily Risk
The Collie school bus uses this road twice a day, carrying local children to and from school.
The operator has reported:

  • near misses with large vehicles,
  • incidents where a truck and bus mirrors narrowly avoided contact,
  • no safe shoulder for evasive manoeuvres.

School Bus Services (SBS), part of the Department of Transport, is now reviewing the issue after receiving maps and photographic evidence from the bus operator.

🚛 2. Heavy Vehicles and TransWA Coaches Also Use This Route
This is not just a local backroad.
It is a frequently used transport corridor for:

  • heavy vehicles and trucks
  • farm machinery
  • commercial operators
  • TransWA regional passenger coaches

A narrow, crumbling edge does not meet the safety expectation for a road of this importance.

🚗 3. A Known High‑Risk Location With Past Crashes
This stretch has a history of serious crashes, including a fatality.
Local residents have witnessed vehicles:

  • failing to negotiate the S‑bend,
  • skidding off the bitumen,
  • ending up in roadside fences.

These are not theoretical risks — they are happening.

🏡 4. Land Was Already Purchased for Planned Upgrades in 2021
Main Roads WA acquired land from local properties (including the petitioner’s) to support upgrades to the S‑bend and shoulder widening.
Despite this, Main Roads has confirmed no current funding allocated to complete the works.

🚧 5. Inconsistency Along the Road Increases Risk
Sections of Collie –Preston Road within the Shire of Collie are currently being upgraded, complete with wide, safe, sealed shoulders.
But just minutes further along, the road suddenly narrows with no sealed edge at all.
This inconsistency catches drivers unaware, increases crash risk, and creates unsafe passing conditions.

 
📌 What We Are Asking For
We call on Main Roads WA, the WA Government, and the Minister for Transport to:

✔️ Conduct an immediate safety review of this section
✔️ Allocate funding to increase road width and seal and widen road shoulders
✔️ Progress the previously planned realignment and upgrade works
✔️ Prioritise safety for school children, families, heavy-vehicle operators, and TransWA passengers


This is a growing regional community, and this road is essential for school transport, work travel, tourism, and freight.

We should not have to wait for another serious crash or fatality before action is taken.
