அறிமுகம் / Introduction

மடம்பாக்கம், சென்னை 40K + குடியிருப்பாளர்களை உள்ளடக்கிய ஒரு வட்டாரமாகும், இன்னும் வளர்ந்து வருகிறது. மடம்பாகம் ஏரி இந்த நிலப்பகுதிக்கு நிலத்தடி நீரைக் காப்பாற்ற ஒரே வழியாகும். உள்ளூர் குடியிருப்பு தேவைகளை தவிர, 1000 ஏக்கர் விவசாய நிலங்களும் உள்ளன.

Madambakkam, Chennai is a locality comprising of 40K+ residents and still growing. Madambakkam Lake is the only tank that helps the groundwater to stay intact for this locality. Apart from the local residents, there are almost 1000 acres of farming land which completely rely only on this lake.

பிரச்சினைகள் / Issues

அருகில் உள்ள சிட்டிலப்பக்கம் மக்களின் நீர் தேவைகளுக்காக, தமிழ்நாடு அரசு, மாவட்ட கலெக்டர் (காஞ்சிபுரம்) கடந்த மே மாதம் (2018) மாடம்பாக்கம் ஏரிக்குள் 5 கிணறுகளை தோண்டும்படி ஒரு திட்டத்தை உருவாக்கியுள்ளது. சுமார் 6 கி.மீ. தொலைவிற்கு குழாய்கள் வழியாக தண்ணீரை கொண்டு செல்வதற்கான பணிகளை மேற்கொண்டுள்ளது.

The Govt of Tamil Nadu, The District Collector (Kancheepuram) has drafted a plan last May (2018) to dig 5 wells inside the lake to supply water to nearby locality Chitlapakkam (which is approx 6 KM away).

1. மடம்பக்கம் ஏரி, அருகிலுள்ள மற்ற ஏரிகளோடு இணைக்கப்படவில்லை, மழைக்காலத்திலிருந்து மட்டுமே தண்ணீர் கிடைக்கிறது. இந்த ஏரியின் உள்ளே கிணறு தோண்டுவதன் மூலம், அருகிலுள்ள பகுதிகளில் நிலத்தடி நீர் குறைவதை தவிர்க்க முடியாதது.

Madambakkam lake is not connected to any other lake and the only source of water to this lake is rain. What's the answer to the 40,000+ residents at Madambakkam when the lake goes dry and groundwater depletes.

2. சித்தலபக்கம் பகுதியில் ஏற்கனவே ஏரி உள்ளது, அந்த ஏரியை சுத்தப்படுத்த எந்த நடவடிக்கையும் இல்லை. சித்தலபக்கம் குடியிருப்பாளர்கள் இந்த திட்டத்திற்கு எதிராக உள்ளனர் மற்றும் நிரந்தர தீர்வு தேவை. மடம்பாக்கம் ஏரி கிணறுகளின் தற்போதைய திட்டம் தற்காலிகமானது. இது எதிர்காலத்தில் நீர் இல்லாமல் இரு பகுதிகளையும் கெடுத்துவிடும்.

Chitlapakkam Area already has a lake and there are no measures to clean that lake. The residents of Chitlapakkam also are against this plan and need a permanent solution and not a temporary one. The current plan of Madambakkam Lake wells is temporary.

3. ஏரிக்கு உள்ளே கிணறுகளை அகற்றுவதற்கு சி.எம்.டி.ஏ யின் விதிமுறைகளை அரசாங்கமும் அதன் அதிகாரிகளும் தெளிவாக மீறியுள்ளனர். PWD ஒப்புதல் பெறுவதற்காக, ஏரிகள் அளவைப் பற்றி தவறான ஆவணங்களை வழங்கியுள்ளன. (285 ஏக்கர் ஏரி 80 ஏக்கர் பரப்பளவில் மாற்றப்பட்டுள்ளது).

The norms of CMDA to not dig wells inside the lake has been clearly violated by the government officials by providing misleading documents. To get PWD approval, the 285-acre lake has been shrunk into mere 80 acres to obtain permission.

4. இதன் காரணமாக 700 ஏக்கர் நஞ்சையும் 300 ஏக்கர் புஞ்சையும் அழிந்துபோகும்.

700+ acres of Nanjai (farms) and 300+ acres of Punjai will be completely eradicated.

5. சித்தலங்காரம் மற்றும் மடம்பக்கம் ஏரி இடையே 4 வெவ்வேறு ஏரிகள் உள்ளன. மடம்பக்கம் ஏரியை தேர்ந்தெடுப்பதற்கான காரணம் என்ன?
There are 4 different lakes between Chitlapakkam and Madambakkam Lake. Why Madambakkam Lake has been chosen and not others.

6. 20 லட்சம் லிட்டர் தண்ணீரை அனுப்பும் திட்டம் உள்ளது. இரண்டு டாங்கிகள், மடம்பக்கத்தில் ஒன்று, சித்தலங்கத்தில் மற்றொரு, இரண்டு லட்சம் லிட்டர் சேமிப்பதற்கான திறன் ஆகியவற்றைக் கொண்டது. கூடுதல் 16 லட்சம் லிட்டருக்கு என்ன நடக்கும்? இந்த திட்டம் என்ன குறைபாடு மற்றும் குழப்பம் என்பதை காட்ட இது ஒரு உதாரணம் ஆகும்.

Plan to transmit 20 Lakh litres of water. Plan to construct two tanks, one at Madambakkam and another at Chitlapakkam, each with a capacity to store 2 Lakh litres. What happens to the other 16 Lakh litres? This is just one example of how flawed and clueless this project is.

செயல்கள் / Actions:

1. சென்னை உயர்நீதி மன்றத்துடன் 4 பொதுநல வழக்குகள் தாக்கல் செய்யப்பட்டுள்ளன. இந்த வழக்குகள் விசாரணைக்கு வந்தபோது, அரசாங்க விசாரிப்பாளர் சில விவரங்களை பெறுவதற்கு அதிக நேரம் தேவைப்படும் என்கிறார் (அல்லது) வழக்கு விசாரணைக்கு ஒருபோதும் வராமல் போகிறது.

4 PILs (Public Interest Litigations) has been filed with The High Court of Madras. The cases come for hearing and the government pleader asks for more time to get some details (or) the cases filed gets listed to the last and never comes for the hearing.

2. டாக்டர் ஜானகராஜன், சசி வாட்டர்ஸ் தலைவர். நீர் ஆதார முகாமைத்துவத்தின் மத்திய மற்றும் மாநில அரசின் ஆலோசகர். அவர் ஏரிக்கு வந்தபொழுது, ஏதேனும் ஒரு முன்னறிவிப்பு இல்லாமல் ஏரியை தோண்டி கிணறுகளை அமைப்பது இந்த ஏரியை மட்டுமல்ல குடியிருப்புகளையும் பாதிக்கும். "இத்திட்டம், எந்தவொரு முன்னேற்பாடுகளின்றி நடைபெறுவது வேதனையளிக்கிறது" என்றார்

Dr. Janagarajan, President SaciWaters. The advisor for both Central and State Govt on water resource management. He visited our lake and commented that this way of desilting the lake and digging wells without any prior research will harm the lake and the locality surrounded.

இம்முயற்சிகள் அனைத்தும் எடுக்கப்பட்டு, பொதுநல வழக்குகள் தொடர்ந்து போராடி வரும் எங்கள் குரல் இந்த நீதிமன்றத்தின் காதுகளுக்கு எட்டும்வரை, அரசாங்கம் அழிவை உருவாக்கும் இது போன்ற திட்டங்களை நிறுத்தவும் எங்களுக்கு கையெழுத்திட்டு உறுதியாக இருக்கும்படி கேட்டுக்கொள்கிறோம்.

Now as residents of Madambakkam we feel helpless and completely ignored and left out by the officials. Kindly support the cause of the Court to hear what we really stand for. The only way to save our future is by saving this nature.
