Madison County: VOTE NO to RUSS WILLIS Pay Raise 2023!!
The Issue
Hello,
My name is Nicole (Schuyler) Kapuscinski. I am considered a disabled Combat Veteran. I've been home since 2009. I went from a hero to homeless to a homeowner in ten years in 2019.
I have tried to stay out of local politics even though I tend to do Non-Partisan Activism topics in the State of Indiana. I've helped get several Indiana Codes changed throughout the years, I've helped raise thousands of dollars for other citizens in Madison County, I helped get the Needle Exchange defunded for losing 120,000 dirty needles in our community, and rarely do I ask for anything for myself.
The N.E.P. was relocated across the street from my old house on Meridian that I dubbed ground zero. I was forced to move due to the stress of finding little dirty bio-hazardous containment units a.k.a. dirty needles in my yard.
Jan 2018 to June 2019: I found alternative solutions for addiction. I learned the Needle Exchange Program stemmed from the 1984 Junkie UNION of AMSTERDAM. I took a DNA test and learned I stemmed from the same place as the original N.E.P. My paradigm shifted into supporting aspects of the N.E.P., but understanding that it will never work properly in America without Cannabis. If the Amsterdam N.E.P. is historically the oldest running functioning program in the world then we need to be paying attention to what helped their program prosper.
Here is the kicker to the main gest of the first story: I decided to leave the N.E.P. alone and go attempt to live some what of a normal life by the White River. It didn't quite work out the way I planned tho. I left the N.E.P. alone, but the move cost me a hundred thousand dollar mortgage that I will be paying on for the rest of my life.
BACKGROUND Story & Timeline to how it all plays into Russ Willis and the Madison County Board of Elections 2022:
June 2019: I used my VA Homeloan to purchase my Growstead. The place I plan on growing old at.
2020-2022: I got sued by a local politician over a half acre I own. The politician was aware he didn't own it because I told him and provided legal documents. It was through the court hearing that I became aware of the 2020 Election Fraud and/or Illegal Acts with respect to the election process.
December 2019: I got to meet the owners of the property next door 5 months after I purchased my current home. We met when they showed up claiming they owned my half an acre with no proof of claim. The wife spoke and told me they were up here on vacation and wanted to check on properties they owned. The Husband did NOT correct his wife at any time during the initial conversation about where they lived. (Interesting)
The couple was supposed to return home to Byrdstown Tennessee to check for any legal documents to back their claim. I gave them ample time to locate any documents and return to negotiate about the property. However, I was able to locate a legal document that showed they sold the property they claimed ownership of in 2004. Supposedly the couple did not know they sold it until I told them so in December 2019. (I don't buy it)
January 2020: Instead of returning with any legal documents, the couple sent a land surveyor from another County to draft a NEW land description to use against me in court. It was at that time I realized the Hodson had the code to the gate lock and had no intentions of sharing it with me. It didn't matter because no one would have had entry if my husband and I would not have cleaned up the property line.
February 2020: We cut the lock, and began using my half acre.
April 2020: During the statewide Lockdown during the Pandemic, I received a DEMAND to VACATE Letter that was also calling me a criminal for breaking and entering into the property I own by the property owners from next door. The letter also included a false ad from 2004 that was proof of Real Estate Fraud. Due to the Statutes of Limitations, no one could be investigated and I could not receive damages from the 2004 false ad being used twice in a 20-year period.
NOTE: I am currently on a property that had been in the care of the disbarred attorney Stephen Schuyler a.k.a. Land Pirate & Inheritance Hijacker. No relation to me that I am aware of. I knew as soon as I saw his name on the Warranty Deed that I was in the middle of a poop storm with people who had more money than me, and they were willing to financially bankrupt me for their own error 17 years later. OMG!
MORE Interesting to NOTE is NOT once was the disbarred attorney's name mentioned in court documents. Nor did the next-door property-owning Squatter's Right grabbing power duo act like they were victims from 2004. They acted like they were my victims, and I had stolen their property which was not the case at all.
October - November 2020 I started searching out how to turn in my residency complaints. The local Herald Bulletin wrote about my property dispute. Instead of taking my word for it, the HB journalist did her own homework. The Journalist saw the same things that I was pointing out. However, nobody in Madison County seemed to know how to file a complaint about residency concerns.
I haven't been able to get a straight answer from Hodson since 2019. Hodson also blamed the issue on City records and tried to have miscellaneous other politicians testify against me in court. THANK YOU to all the other wiser souls that did not participate in the frivolous case.

June 2022: I won a bittersweet win at trial. The Jury awarded me $40,000.00 for attorney fees, but I was unable to get it due to inadequate laws in Indiana. Overall consumer damages are upwards of $100,000.00.
Of course, anyone who followed along with the story about the residency concerns stayed quiet on the issue. It's not every day that someone has to file a complaint about an election. It should definitely be easier to file a complaint, follow along with the complaint process, and respond appropriately before a year.
June 2022: I filed several complaints with the State of Indiana. The Secretary of State wrote a letter stating that if my claims were true, may involve, election fraud or other illegal acts in the election process.
October 14, 2022: I made a post on Facebook about the lack of a response from the Madison County Board Elections. My post was picking up some steam when someone got me in contact with the Republican Chair/Madison County Election Board Member Russ Willis.
Russ Willis and I spoke briefly on the phone. Willis told me per the phone conversation that a hearing was held, and the Madison County Board of Elections decided not to investigate. Russ also stated that the Board of Elections doesn't have to notify citizens of hearings even though I would learn later that the Indiana Code for Election Complaints says the exact opposite. At the time Russ Willis said enough to get me to go away.
May 2023: There was a post on Madison County Government Accountability Project about Russ Willis. All I did was repeat our conversation from October 14, 2022. Russ replied to me that I never filed a complaint, and my comment that day in May was the first he had heard about my election fraud complaint. Willis tried to delete his comment, but I had already screenshotted it just in case.
Needless to say, I filed another complaint in May 2023, about not getting a response from the 2022 Madison County Election Board, and included the 2022 Board in the original complaint since no one seems to care about responding to a Combat Veteran. I can only imagine how they respond to other people if they are willing to blatantly disregard me. Not only did I vote for some of them, but it wasn't that long ago that almost took a bullet for my Nation.
It's June 2023, and I've had no response from the first complaint. Nor have I got a response from my not-so-pleasant Complaint about the Complaint Process from May of 2023 about the 2022 Madison County Board of Elections & Russ Willis.
Argument:
It should NOT take that long to respond to a registered voter's complaint for an election investigation. At some point, this stops being about politics and serving a County impartially. I have heard the stories for years about how corrupt politicians are in Madison County for years.
Never in a million and one years would I have thought about getting to this point in my life of being fed up with politics. Politics is my least favorite subject even though I was in the U.S. Army. I was trained to remain neutral in politics, and I was also trained to protect politicians. So it's a little disheartening for me when I need people in certain appointed-paid positions to do their job, and they blatantly lie and ignore me.
WHO IS RUSS WILLIS?
I have been asking myself this same question for many years. I went to school with his daughter. I tend to hold my classmates from elementary in a special place, and their families by default. I've given Russ Willis the benefit of the doubt for about as long as I can remember as an adult.
I knew he was the Republican Party Chair, but it wasn't until 2022 that I realized he was also on the Madison County Board of Elections. On top of those 2 positions, he also has something to do with working as an employee of the City/County.
I didn't know that he received a check from the taxpayers to make decisions on our behalf until 2023. I don't know why I never thought about it before, but when I think that he gets paid by tax-paying voters to be rude to tax-paying voters he may not agree with it. I'm not the first one to have an issue with him. In fact, he has had miscellaneous issues with all kinds of voters in Madison County, but somehow holds a lot of important empowering positions in our city.
The man gets paid by the government, yet he can lie to a Combat Veteran about a hearing. What makes anyone think that he isn't willing to treat other people the same way he has treated me?
Who is impacted by Russ Willis's Negligence & Blatant Disregard of the Election Process he has sworn an oath to watch over in Madison County, Indiana?
Everyone is located in Madison County whether they can vote or not. That is a very dangerous position to be in, and not fulfill your job requirements of actually making sure election fraud doesn't occur in your County.
Surely I am not the only VOTER or Citizen in Anderson that doesn't like the overall reality of the condition of our Community border to border we call the City of Anderson located in Madison County. We had problems before the Pandemic hit, but some of those issues have been catapulted to inhumane conditions right within our own City boundaries. That doesn't sit well with me at all. The people making some of the most dangerous decisions for Anderson and Madison County. are appointed by the people we vote for. SAY WHAT?!?
As a human first and foremost I can't stand to see anyone suffer regardless of their politics or status ex-addict/homeless/poor/middle class.
What is at stake? OUR FUTURE IS AT STAKE!
Most importantly who likes to pay for services not rendered?
Most people know if you don't do your job properly that eventually, you're going to get fired or cause some major damage to something that could have been avoided.
Russ Willis gets to pick and choose who to allow on the voter's ballot and he is the same person in charge of investigating the elections. If he can't be impartial to voters in Madison County then he has no business trying to remain in appointed positions. I would gladly volunteer for his appointed position if is not capable of doing the requirements of the position.
For whatever reason Madison County has an issue of rewarding the bad actors in the community instead of trying to find a better suitable replacement to help the community as a whole, and not continue the same ole crap that got us to such a mess with crappy leadership. For Ex Steve Sumner... Word on the Street is that other politicians in our County are helping someone on trial for child molestation and once was a trusted politician County Council Member. That should make a lot of people mad but oddly doesn't.
People say they are tired of nepotism in Madison County. Guess how we change it? We get people like Russ Willis who get to pick the people to run for these offices to step down. Russ Willis is known for supporting some Republicans and blatantly disregarding others Publicly.
Just imagine how the man treats people not affiliated with the Republican Party and sits as an active member of the Madison County Election Board.
This will be the first of many more petitions to come.
Why is now the time to act? Because Russ Willis wants a Raise. Upwards of $15,000.00 on top of already being one of the highest paid appointed positions. Maybe that is because he holds so many different jobs. If he can't keep up with the demands of the job as it is then what is a raise going to do other than continue paying for services to our County that are not being rendered like a simple investigation into the residency concerns over Kenneth Hodson?
If I'm right then we have a sitting politician who needs to be removed immediately, and Russ Willis has been obstructed justice for Madison County. That is not fair to every one of my fellow citizens who obey Indiana Codes for election requirements.
I can't help but think to myself that I'm seeing WHITE Male Privilege in the last place on earth I would have thought to look.
LASTLY, your signature is needed on whether you can vote in Madison County or Not. This is a way for you to get your voice heard by telling Madison County County Council to VOTE NO to giving RUSS WILLIS a RAISE!
I will be making a prescripted email to be sent for anyone willing to help me get our voices heard in Madison County, Indiana.
Change is coming! It starts with us starting to identify as WE THE PEOPLE UNITED & NOT DIVIDED! A house divided will not stand, but a house united will stand the test of TIME. Don't let history keep repeating itself in Madison County. We need new leadership! And WE need it NOW!

Since I created this petition I learned that the raise would be for his position with weights and measures in Madison County, and not for the Election Board. I am still going to continue to stand in opposition to the raise. This is not about different opinions on subjects. It's the principal of Russ Willis blatantly disrespecting me about a hearing and investigation. Nobody should have that much power in Madison County Indiana and there is nothing we can do about it.
Note: Don't say the State, because I've turned him into the State as well. The Secretary of State says the person is possibly sitting in an elected position illegally and needs to be removed immediately. Both the Sherriff and APD shrugged their shoulders and said it was not their jurisdiction.
