(The Child Protection Accountability and Family Unity Act)

To the Legislative Assembly of Ontario:

We, the undersigned, demand urgent reform to Ontario’s child protection system. Too many families have suffered irreversible harm due to unqualified personnel making life-altering decisions without proper training, accountability, or oversight. Shocking cases—where children were traumatized, families destroyed, and evidence ignored—prove that current practices are failing the very people they claim to protect.

We call for these immediate changes:

1. Mandatory Qualifications & Leadership Accountability:

All child protection workers, supervisors, managers, and agency directors—regardless of title—must hold a recognized social work license (BSW/MSW) from the Ontario College of Social Workers and Social Service Workers. Leadership does not remove professional responsibility. If they make clinical, ethical, or operational decisions, they must answer to the same regulatory body, face the same disciplinary process, and be subject to public complaint as any front-line member. No title, no loophole, no hiding behind bureaucracy.

2. The "Equality of Scrutiny" for Caregivers:

We demand that all individuals with access to children in care, including foster parents and volunteers, meet the exact same stringent screening and background criteria as biological parents. We must replace inadequate 10-hour online courses with mandatory, in-person, professionally-administered programs that focus on trauma-informed care and skill-building.

3. Financial Accountability:

Require foster parents and agencies to adhere to strict financial reporting and transparency, including the mandatory submission of receipts for all government funds provided for a child’s care.

4. Law Enforcement Neutrality & Training:

Mandate annual legal neutrality training for all police officers involved in family interventions. Every officer must sign an Acknowledgment and Agreement to remain impartial and avoid taking sides in civil disputes, ensuring law enforcement acts as a neutral protector of the law, not an extension of an agency.

5. Universal Screening & Independent Review:

All currently employed child protection workers and leadership must undergo immediate, independent review, including:

Full professional history audit and criminal background check.

Psychological evaluation and mandatory drug testing (random, every six months).

Address verification with no unreported changes and attendance tracking for all duties.

Any worker found to have violated ethical or legal standards must be publicly named; they do not have the right to hide behind anonymity. One serious violation is enough to be permanently barred from working with children.

6. Independent Oversight & Safe Havens:

A neutral, third-party organization must be established to manage emergency safe placements—acting as a trauma-informed buffer. Upon apprehension, the child will be placed directly with this independent third party, not CAS. Within 72 hours (or up to five days if court schedules require), this third party will file the mandatory court motion to initiate a public review where all parties have an equal opportunity to be heard.

7. Restitution & Healing for Wronged Families:

For every family unjustly torn apart, there must be full restitution: public acknowledgment of harm, restoration of legal rights without penalty, and compensation for lost income and legal fees. This includes “Reconnection Time”—a fully funded, trauma-sensitive family retreat or vacation to heal, reconnect, and reclaim lost moments together.

This review must include a full, independent audit of every agency, supervisor, and decision-making body involved in child protection—examining policies, case histories, and outcomes. The system, not just the front-line worker, must answer for what went wrong.

If we don't stand for these families who are targeted today, I then ask, who will be there to stand with us when they come for our children? It takes less time for a "Child Protection Worker" to take a child from their parents, indefinitely, than it has taken you to read this Petition.

It ensures that every child is protected by the highest standards of care and that families are treated with the due process they deserve.

THE FIVE PILLARS OF REFORM

1. Professional Standards & Mandatory Licensing

Licensed Professionals Only: All child protection workers and leadership must hold a valid license with the Ontario College of Social Workers.

Mandatory Vetting: Universal, rigorous screening—including psychological evaluations and independent audits of professional history—for all agency staff.
