RESTORE PONDICHERRY'S RAJ NIWAS, A HERITAGE BUILDING, DO NOT DEMOLISH.
The Issue
This petition is to approach the Govt of Pondicherry to request them TO NOT DEMOLISH THE RAJ NIWAS, a category I Heritage Building.
Pondicherry is known for its unique Franco-Tamil Heritage and demolishing these buildings to create replicas is a sure way of moving towards a dangerous precedent which will make us lose our unique identity.
PWD, who is entrusted with the task of looking after these Government buildings, fails to maintain them and then at the first possible opportunity they want to demolish the building. IF MAINTENANCE IS DONE IN TIME, THERE IS NO CHANCE THAT THE BUILDING WILL FALL APART. Pondicherry is now known for several successful restoration projects carried out by privately owned stakeholders and by the French institutions. None of these successfully restored buildings ever posed a threat to its occupants.
Built in 1766-1768, the Raj Nivas, a Grade I A heritage structure, has a history that dates back to more than two-and-a-half centuries.
It is the residence of the Lt Governor and enjoys being in the prime location from where all our heritage walks begin.
The PWD has taken up restoration of two government schools that functioned out of heritage buildings. Both these buildings were in a far worse condition than the Raj Nivas. When these two buildings could be restored, what prevents the government from restoring the Raj Nivas?
Why this sudden decision to demolish the building without consulting conservation experts or sharing reports in public?
Restoration architects and contractors are of the opinion that Restoration of the Raj Niwas can be done at a fraction of the cost compared to the cost of rebuilding a new structure.
The Government is asking Conservation teams/INTACH for a "commitment certificate", a kind of a guarantee about the structural safety of a restored building. The fact is that a restored building needs to be MAINTAINED and periodic restorations need to be carried out. this is the responsibility of the owner, which, in this case, is the Government. If they give a maintenance contract to the restoration team, a commitment certificate is feasible.
