Lower the Age Requirement for Learner's Permit to 14 in New York City

The Issue

My name is ⍟ Kai4Life a dedicated Change.org user with a personal journey leading me to spark change. I relocated from New York City to Florida, and then again from Florida back to New York City. In Florida, I secured my learner's permit, a victory I was eager to celebrate. Reality struck when I was informed I was ineligible for a permit in New York City - a situation that left me burdened and perplexed. 

In the US, the average age to obtain a learner’s permit is 15, but age requisites fluctuate across states. Florida, Alaska, Iowa, South Dakota, North Dakota, among others, allow learners' permits from the age of 14. New York City, on the other hand, strictly imposes a 16 year age bar.

This proposal is a plea to adjust New York City's age restriction for securing a learner's permit, reducing it to 14 years. By doing so, we can seek uniformity across states and aid teenagers like myself who are eager, responsible, and excited to learn the ropes of driving.

These stringent regulations not only dampen enthusiasm but potentially curb the development of early driving skills and experience. Lowering the age requirement can promote earlier learning, enhanced experience and potentially safer drivers in the long run.
