Low Income families subject to unjust towing

Low Income families subject to unjust towing
The Issue
Century Woods is a place where families can find a place to call home, regardless of income. Rents are based on income and calculated exclusively to 30% of the household’s combined adjusted income. Thus forth, helping families keep a roof over their heads.
Unfortunately, this same housing complex has been making it's money back by towing people's cars. What is wrong with these cars? Absolutely nothing. These vehicles are being towed for simply being on the property.
Century Woods is the home to hundreds of residents, however, their guests are not welcomed. There are no parking space lines for residents, and there is no designated space for guests to park.
Century Woods expands as far as 8 city blocks, however, guest's may not park near the homes of the people they are visiting, they are forced to find space blocks away. For instance, if your duplex is located on 3rd street, your guests will have to park on 5th street and walk to your home.
There is a sign in front of the office. The sign reads, "NO TRESPASSING, VIOLATORS WILL BE PROSECUTED." Meaning, any of your loving friends or family are not seen as guest, they are seen as trespassers. While they are visiting, even if for only 5 minutes, their vehicle is subjected to be towed.
The sign continues to read, "All non-residents must have a visitors pass to be on Century Woods property." A pass that is difficult to obtain due to the office staff not answering the phones. If you need anything in the office you can expect to call numerous times before someone answers, if they answer, or your call will be returned the next day or whenever is convenient for the staff. The office is not open after 5pm and is closed on weekends. You must call and make an appointment to come into the office. So any guests must plan ahead before visiting. Guest cannot stop by or do a quick check on their loved ones. Any and everyone is subject to towing.
I've had a friend stop by for less than two minutes, and as soon as he was out of sight, many could see the tow truck flying over the curb to IMMEDIATELY tow the vehicle. Many guests have had their vehicle towed within minutes of parking. There is two large tow trucks who come through the parking lot at once. One truck is used to block off access to the area while the other truck quickly apprehends the vehicle.
Towing has been designed for visitors, however, many of Century Wood's low income families have been awakened to their cars being towed. Families who are already in need, are being towed and charged with lots of outstanding fees. Their residents, in this income based housing, who's rent may be only $0, can look to pay hundreds of dollars for the vehicle. Whereas the sign in front of the office lists towing at; $100 light-duty, $120 medium duty, $50 storage, and $50 after hours fees. However, this sign is out of date. New towing fees have increased to $150 under the orders of new management. Towing takes place after the office has closed. So these families are already being charged $200 to pick up their vehicle. Families, who like myself, sought shelter in a place that would help make ends meet have all met the tow truck. I've had to pay $250 to get my car back, whereas my rent has never made it to that price.
After speaking with the tow truck company, new office staff has increased the pricing of towing, and increased the hours of towing. The distance between the office to the towing place is 1 mile. If you meet the driver before they tow your vehicle, you will still be charged $150 for your vehicle to be be lowered from the truck. A towing company who's towing rate is $75 in-state, and $85 for out-of state towing has doubled the price for towing, specifically for these low-income families.
Almost hundreds of cars a day are being towed, even with the holidays approaching. Families who are receiving utility assistance, rent assistance, WIC, Food Stamps, TANF, and any other means to get by; can still expect their car to be towed for double the price. Century Woods is making it harder for families who are already having a hard time.
I'm asking you to sign this petition, to help those of us who are being targeted and subjected to double than normal fines. Help us eliminate this tow truck, or compromise on the towing and regulations.
Thank you.
