Convert Willow Road into a dead-end street between 2nd & 4th

Convert Willow Road into a dead-end street between 2nd & 4th
The Issue
Converting Willow Road between 2nd Street and 4th Street into a dead-end street will have many benefits:
1. A lot less traffic. People speed through Willow quite often endangering our children and pets.
2. Crime on Willow Road will be greatly reduced by turning it into a dead-end street. There has been gunshots fired, arson, and property crime on Willow Road in the past few years.
3. Willow Road is in no way an arterial route (it dead-ends at 4th street and at the railroad tracks) and therefore residents living on the block will be minimally impacted by stopping traffic at the end of the street or in the middle by the ditch.
4. Vineyard Road and Osuna Road are very close to Willow Road and can be used as a way to go between 2nd Street and 4th Street, so there is no need for Willow Road to go between 2nd and 4th.
5. During the week of October 17th, Willow Road has been a dead-end street due to construction. The street has been very peaceful without people speeding over the spreed bumps.
6. Property values would most likely be increased by converting Willow Road into a dead-end street.
7. Pedestrian access through Willow Road would still be allowed.
8. One option for making Willow Road a dead-end street is to block it off at 2nd Street. A curb could be removed allowing fire trucks to exit the street via the dirt road along the Alameda drain.
9. Another option is to put an motorized gate at the Chamizal Lateral. (the irrigation ditch between 2nd and 4th) Residents of Willow Road would have a gate remote if they wanted. Fire trucks would use a Knox Box to go through the gate. The gate could be a manual gate instead.
