Logan City Council has proposed a zoning change to the Daisy Hill Cupania Street Precinct that increases the residential density from 20 dwellings per hectare to 40 dwellings per hectare. The zoning change will have significant impact to the local community, and has been proposed through a planning scheme amendment:

WITHOUT appropriate and meaningful community consultation,

WITHOUT detailed local area planning,

WITHOUT relevant and/or publicly available planning studies to support this density increase.

The consultation on the Logan Planning Scheme Amendment is being undertaken at a time where the elected councillors for Logan City have been removed from office, and therefore the community is not represented at Council. Additionally, the public consultation has been undertaken over Christmas holidays, resulting in many community members away, and unable to be fully informed on the significant change being proposed, and with reduced time to prepare submissions.

Finally, no public meetings or opportunities to speak with planning professionals has been provided for this change, and therefore the community are not supported in understanding the implications of this change, resulting in a lack of democratic process.

We, the undersigned, hereby respectfully request the Logan City Council:

1.    To suspend the current community consultation on the Logan Planning Scheme Amendment related to the Daisy Hill zoning changes until Logan City has elected councillors (following the 28 March 2020 local government election) to represent the community interests;

2.    To provide all relevant land use, transport and economic studies that have been undertaken to support this zoning change to the Logan community.

3.    To undertake comprehensive community consultation with the impacted community members following the local government election on 28 March 2020, including ‘meet the planner’ sessions that allow the community the opportunity to understand the impacts of the changes,, to support open and transparent decision-making.
