A proposal that local municipalities in the state of Wisconsin (for the scope of this petition) adopt an Animal Cruelty Registry.  Simply stated, all persons and legal entities convicted in a court of law must be entered into a registry like the sex offender registry.  All of the conditions and restrictions imposed upon sex offenders would be imposed upon those convicted of animal cruelty.  The registry shall also be made public so that businesses, employers, and citizens would be aware of where those convicted of animal cruelty reside.  This would also ask that local police departments inform the public when an offender is released or relocates to a community.  Animal offenders are a threat to the communities in which the reside and the public should be made aware.  This also proposes that the registration be maintained for life.
