

We want Dr. Terrell Hill as the Windsor (CT) Superintendent of Schools
The Issue
I stand in strong support of Dr. Terrell Hill to be hired as the Superintendent of Schools for the Windsor (CT) Public School District for the recently vacated position. He is perhaps the most qualified and highly decorated administrator that any search effort would produce.
Dr. Hill is widely recognized as a “flagship” leader in the field of education, renowned for his work in the areas of Equity, Diversity & Inclusion, Leadership Development, Team Building and as a trailblazer for developing models of student success and achievement. He is currently one of the most heavily recruited superintendent candidates among school districts in the State of Connecticut and an asset we can ill afford to lose.
Dr. Terrell Hill is currently the Assistant Superintendent for Human Resources for Windsor Public Schools. Throughout his six-year tenure in this role, he has raised the level of competence and dedication to operational excellence amongst the teachers and administrators who educate our children in the Windsor community. His research-backed hiring strategies and philosophies have led to a uniquely diversified district staff with a wide array of backgrounds, experiences, viewpoints and perspectives that provide enhanced educational experiences and social development opportunities for our students. The Windsor Public School leadership team and teaching population are now more reflective of the special nature that is the diverse population of the Windsor community.
Dr. Hill is currently an adjunct professor at the University of Connecticut’s NEAG School of Education, where he leads the process of administrator preparation through their UCAPP Program. He has also taught as an adjunct faculty member at Springfield College and Westfield State University in Massachusetts. His work as an educational leader has been chronicled in books, dissertations and national magazine publications (such as Black Enterprise Magazine).
Prior to his current role, Dr. Hill was the founding Principal of High School, Inc.; Hartford’s Insurance and Finance Academy, a Hartford, Connecticut based school which he opened in August 2009. Under Terrell’s leadership, High School Inc., became a nationally recognized school of excellence for its academic performance, leadership practices, intervention strategies and partnerships with Fortune 100 corporations and Non-Profit organizations to provide school resources and pipelines for scholarships, employment and entrepreneurial opportunities.
Prior to opening the school in Hartford, CT, Dr. Hill served as a Vice Principal at Windsor High School in Windsor, CT for seven years. He has taught in the Windsor Locks (CT) Public School district, as well as in the Newport News, VA, Public School system.
Dr. Hill holds a Bachelors’ Degree in Business Management from Westfield State College. He earned a Masters’ Degree, Certificate of Advanced Graduate Study, and a PhD in Education Policy and Leadership from the University of Massachusetts in Amherst. His dissertation study examined the “The career paths of Black and White Superintendents.” He is the Founder and President of BLAC (Black Leaders and Administrators Consortium, Inc.) an organization born out of his research that endeavors to provide career development and support for Black leaders, particularly in the Education field.
He serves on the Board of Directors for Re-Center (Race and Equity in Education) and Junior Achievement (Southwestern New England). His service includes time as the Alumni Trustee on the Board of Trustees, at Westfield State University in Westfield, MA for eight years.
Dr. Hill was on the design team of Influence 100, a program created by the Massachusetts Department of Education, that leveraged his doctoral dissertation work as a foundational basis to help increase the ethnic diversity amongst the Massachusetts Superintendents ranks and in educational policy throughout the state.
He is the current Chapter Vice-President of The Connecticut Association of School Personnel Administrators (CASPA); the National Chairman of the Legislative Committee of The American Association of School Personnel Administrators (AASPA); A member of the CREC Minority Teacher Recruiting Committee; A member of the Connecticut State Department of Education’s committee tasked with developing and clarifying the rubrics for the Evaluation System (SEED). He has previously served on various Connecticut State Department of Education committees including, The CAPT (CT Academic Performance Test) for all 169 districts before the introduction of the Smarter Balanced Assessment (SBAC) and TEACH CT which supports those interested in teaching by providing personalized resources and support for each stage of the career-decision making process. Terrell has performed committee service work with Troops to Teachers, which assists transitioning military service members and veterans in beginning new careers as K-12 schoolteachers in public, charter, and Bureau of Indian Affairs schools. He has also served as a member of the New England Task Force that was charged with diversifying the educator workforce throughout the region.
Dr. Terrell Hill is also a proud veteran of the United States Army. He and his family have made the commitment to reside in and be active citizens in the town of Windsor, Connecticut.
