Limit the Sale of Fireworks to Licensed Individuals and Restrict Display Dates

The Issue

From a personal perspective, the unregulated sale and use of fireworks is a pressing issue. As a horse owner, I've seen firsthand the severe stress and anxiety experienced by animals when fireworks are set off outside regulated displays. The concerns extend beyond my own, reaching to the thousands of animal owners nationwide experiencing the same fear and worry every time there's an unexpected firework display.

The unrestricted sale of fireworks to the general public leads to unexpected and frequent displays which send countless pets into panic, with negative consequences not just on their mental well-being, but sometimes also causing death. However, these adverse consequences can be mitigated. We advocate that fireworks should only be available for purchase by licensed individuals, and their usage should be confined to specifically sanctioned dates to curb this unfortunate trend.

Our proposed regulation works on two fronts. By limiting the sale to licensed professionals, we ensure a base level of safety, as licensing criteria typically include the knowledge and ability to handle fireworks responsibly. Limiting the dates on which fireworks can be displayed adds a layer of predictability that allows pet owners to make necessary arrangements ensuring the well-being of their animals.

According to the RSPCA, 45% of dogs in the UK show signs of fear when they hear fireworks [RSPCA.org.uk (2017)]. Essentially, this translates to millions of animals living in fear during periods of arbitrary firework use.
