Lift breed-specific bans in North Little Rock, Arkansas

The Issue

I am writing this petition with a heavy heart and a vision of hope for Clover, my beloved American Pitbull Mix, and countless other dogs who are unfairly judged by their appearance alone. In North Little Rock, Arkansas, there exists a ban that strips families of the companionship of specific dog breeds, including the American Pit Bull Terrier, Staffordshire Bull Terrier, American Staffordshire Terrier, American Bull Dog, and mixed breeds involving any of these dogs. This regulation is not only unjust but unfounded, disregarding the individual nature and the nurturing environments these pets often thrive in.

For many of us, our pets are family members. Clover is not simply a dog; she is a kindhearted, gentle creature who brings joy and love. Her loyalty and loving nature break the stereotype that branding her as unsafe solely based on breed implies. Sadly, the current law in North Little Rock suggests otherwise. It subjects families like mine to the heartbreaking possibility of being torn apart, where a misunderstanding of breed leads to severe consequences, and sometimes, tragically, to the euthanasia of these innocent animals.

The idea that a dog can be dangerous based merely on breed conflicts with a wide range of statistics and studies suggesting behavior is more closely linked to factors such as environment, socialization, and training. According to the American Society for the Prevention of Cruelty to Animals (ASPCA), animal behavior experts often oppose breed-specific legislation (BSL). They assert that these laws are not effective in reducing dog bite incidents and largely penalize responsible pet owners without addressing the root causes of canine aggression.

We propose an immediate repeal of the breed-specific legislation in North Little Rock, and instead advocate for more comprehensive and effective approaches to public safety concerning dogs. Implementing community-supported initiatives focused on promoting responsible pet ownership, canine public safety education, and fair assessment of a pet’s behavior rather than its breed could create a safer environment for everyone.
