Licensing laws on dog breeding

The Issue

In light of the recent prohibition on XL bullies, it's clear that the government's approach to addressing dog-related incidents is misdirected. The majority of these attacks are caused by dogs that are bred and purchased by individuals who exploit them for harmful purposes.

Under our current laws, a license is required only if you:
- Breed three or more litters of puppies within a 12-month period (excluding those who do not engage in the sale of these puppies)
- Breed dogs with the intent to advertise and operate a business selling them.

I firmly believe that these regulations are insufficient and demand a broader, more stringent set of rules. Any act of dog breeding, irrespective of the scale or intent, should necessitate obtaining a license, undergoing a home inspection, and completing mental health assessments. By implementing these measures, we can prevent potential breeders with malicious intentions from using dogs for harmful purposes.

Furthermore, I propose that breeders should be obligated to disclose the identities of their puppy purchasers. This information should be included in a comprehensive database, updated regularly, and monitored by the relevant authorities. Dog owners should also be required to renew their licenses periodically, in line with precedents set by previous licensing acts. 

Such reforms will contribute significantly to tackling the issues of overpopulation and puppy farming - practices that often result in dogs developing aggressive tendencies due to poor upbringing. By adopting a more proactive stance towards dog breeding and ownership, we can ensure the welfare of dogs and the safety of our communities.
