By implementing mandatory licensing requirements for all potential dog owners along with thorough vetting processes before obtaining a pet, we can ensure that only responsible individuals are entrusted with canine companionship.

Benefits of Licensing and Vetting:
1) Education: Licensing would require potential owners to undergo educational programs about responsible pet ownership, including proper training techniques and understanding canine behavior.
2) Screening for Suitability: Vetting processes would assess an individual's ability to provide adequate care based on factors such as living conditions, financial stability, commitment level, previous experience with dogs if applicable.
