M. François Beya, conseiller spécial à la sécurité de la République Démocratique du Congo (RDC) auprès du chef de l'État, Président Félix Tshisekedi, a selon toute apparence été pris pour cible, maltraité et potentiellement blessé physiquement dans le cadre d'une guerre des clans qui se déroule discrètement au sein de la sphère présidentielle du pays. Beya était l'une des figures centrales qui a rendu possible le premier transfert pacifique du pouvoir au Congo-Kinshasa.

Beya a été arrêté le 5 février 2022 par l'Agence Nationale de Renseignements (ANR) sur la base de charges non prouvées. Selon cette agence, il y aurait "des indices d'actions graves contre la sûreté de l'État". Cependant, ni la Présidence ni l'ANR n'ont fourni d'éléments concrets sur l'arrestation de Beya. Cette arrestation a suscité une vague de panique généralisée au sein du public au vu de la répression croissante du gouvernement. 

Depuis près de 40 ans, François Beya est au centre de l'appareil  sécuritaire du Congo, un pays marqué par des conflits. Il est par ailleurs connu comme  “un haut fonctionnaire, modeste, efficace, rationnel et professionnel". Bien connu et respecté au sein des services de renseignements du monde entier, son intégrité en tant qu'agent du renseignement national lui vaut de nombreux détracteurs, y compris au sommet du pays d'où son arrestation a été orchestrée.

M. Beya est indispensable à la sécurité continue du Congo.  C’ est  également un citoyen,  un mari, un père, un oncle et un grand-père dont l’arrestation et les mauvais traitements ont des répercussions tant sur ses proches que sur le pays dans son ensemble.

Mr. Francois Beya, the Democratic Republic of the Congo’s special security advisor to the Head of State Mr. Felix Tshisekedi, has to all appearances, been targeted, abused, and potentially physically harmed as part of a clan war that has been quietly unfolding within the country’s presidential sphere. Beya was one of the central figures who made the first peaceful transfer of power possible in Congo.

Beya was arrested on February 5, 2022 by the National Intelligence Agency (ANR) under unfounded and unproven accusations that intelligence personnel had observed in his person “indications of serious actions against state security". However, neither Tshisekedi’s office nor the ANR’s have provided either evidence or information on Beya's arrest. This has triggered widespread public fears that his well being is threatened within the unfolding government crackdown.

Beya has been at the center of the vast, conflict-scarred country's state security apparatus for almost 40 years and is known as "a true grandee of the civil service, unassuming, efficient, rational, and professional". Well known and respected throughout intelligence services worldwide, his integrity as a civil servant in national intelligence has produced many detractors, including in the country's top political office. It is from this source that his arrest was orchestrated.

Not only is Mr. Beya indispensable to the ongoing security of the Congo, he is also a husband, father, uncle, and grandfather, whose recent targeting, abuse, and possible physical harm will reverberate throughout his relations, and eventually, the country as a whole.
