The Issue

This proposal will assess a Stormwater Utility fee on every land parcel in the county, unless the parcel is vacant.

There are NO exemptions, this applies to ALL including churches and schools. Even the Homestead Exemption does not have an impact on the proposed fee.

The fee is $6.50 per 2800 square foot of impervious area per month. An impervious area includes, but is not limited to, rooftops, paved areas, asphalt and awnings.

Example 1 – Small Residential  - Est. Fee = $39/yr

Example 2 – Medium Residential  - Est. Fee =$78/year

Example 3 – Large Residential - Est. Fee = $156/year

Example 5 – Small Business (Fast-food restaurant, built prior to stormwater regulations)  - Est. Fee = $936/year

Example 6 – Large Business (Box store with regional detention pond)  - Est. Fee = $6,786/year

Example 7 – Large Business/Industrial  - Est. Fee = $33,696/yr

Example 8 – Church with Detention Pond - Est. Fee = $1,638/year

Example 9 – Poultry Operation - Est. Fee = $4,992/year

How will the county properly count each owners area?  How will disputes be addressed?

The 1st reading (11/10/2020) passed the county council with only 1 vote of “No”. The 2nd reading and public hearing will be held on December 8. “No” votes by at least 5 county council members are required to stop this from moving forward. If 5 “No” votes are not received, the 3rd and possibly final reading will be December 22, 2020.  

We are against this fee. I’ve heard many churches, schools, farmers, businesses and individuals are against it. There is a lot of concern for all, even the elderly and disabled on fixed incomes. Unless all Council members hear from you they assume you are willing to pay this fee that is proposed to be added to your property tax bill in October 2021.
