Addressing TCSNHS-ISHS' Lack of Computer Accessibility to G11 Students Taking ICT Subject
The Issue
A beneficial learning environment is a valuable asset. Better ICT access means better education for all.
As we go through this era of continuous technological advancement, information, and communication—two of technology's greatest strengths—are seen as crucial to meeting the demands of modern society, which also greatly enhances educational progress. It is also a versatile instrument that has the capability of helping students learn new skill sets and preparing them for life in the corporate world. Technology is perhaps the strongest factor shaping the learning environment today. However, due to a lack of computers and a facility that cannot accommodate a large number of students, Tagaytay City Science National High School - Integrated Senior High School, as with most public institutions in the Philippines, continues to face difficulties in meeting the learning demands of the 21st century.
According to a survey conducted by our team, Empowerment Technologies is being taught as one of the Applied and Specialized Subjects in all strands in Grade 11, including Science, Technology, Engineering, and Mathematics (STEM); Humanities and Social Sciences (HUMSS); Accountancy, Business, and Management (ABM); and Arts and Design (A&D), which are composed of roughly 660 students. In a class of 50 students, about 30% of the students do not have a laptop or desktop computer at home, but when it is necessary for them to bring one for interactive discussions, only fewer than half of the students do. Several pupils from different sections have stated that viewing the teacher's presentation without a laptop in front is challenging because the procedures are sometimes hard to follow unless they perform them on their own. Lack of access to laptops or computers for study, notably in the field of Empowerment Technologies, is a major barrier for students. For this reason, it is strongly advised to hold classes in computer laboratories where students can use the devices during lessons. However, TCSNHS-ISHS only has one computer facility and is only open for use by the senior high school department. An ICT coordinator claims that it has 40 desktop computers, of which only 36 are operational. Even so, 8 out of 10 students are not aware that there is a computer lab on the school premises because it hasn't been fully opened for students to use since the pandemic began and typhoons struck the country, damaging many cable wires and infrastructure. Despite the fact that there should be a 1:1 student-to-computer ratio in order to utilize the technology to its fullest extent for learning, if more than 50 students were to use the computer laboratory, it would not be able to accommodate them all at once, and 1-3 students would then be required to share one computer.
Considering the previously discussed lack of computers at TCSNHS-ISHS, our team intends to take action. We desire to reach out to the local government unit (LGU) in Tagaytay City, non-governmental organizations (NGOs), and the private sector with this petition in order for this issue to be addressed. As well as, supporting ICT use with Public-Private Partnerships (PPP). PPPs in ICT for Education Designs can support classroom practices for improved learning outcomes and accompany new teaching styles. This is necessary for a shift towards interactive, project-based, and self-directed learning. Careful employment of the basic principles of PPP and clarity of roles and responsibilities will certainly increase your chances of success. Reaching out to them would be hugely advantageous as they are the ones in positions of authority to take steps regarding this matter.
We warmly invite you to take part in these initiatives. Donations of used desktop computers, for one, could be extremely helpful for the Grade 11 students at TCSNHS-ISHS to further explore ICT without limitations on learning and classroom activities. In order for them to learn, we aim to provide our school with a sufficient number of devices. This will allow us to eventually reach a large number of students at various academic institutions in the future.
