Let Musicians Use Loading Zones in Sydney – No More Unfair Fines!
The issue
Petition to Allow Musicians Access to Loading Zones in the City of Sydney
We, the undersigned, call on the City of Sydney and the NSW Government to urgently amend current regulations and enforcement practices regarding loading zone access.
Musicians in Sydney are being fined for using loading zones when transporting heavy, professional equipment—simply because they’re not driving a ute, station wagon, or van. Most of us rely on hatchbacks or smaller cars for financial and practical reasons. Even when we’re clearly delivering gear like drum kits, amps, and double basses, we’re still getting fined. I personally lost 80% of my gig pay in one day because of this.
When another musician asked a parking officer what they could do in the future, the officer simply replied, “You just need to get a ute.” This response ignores the reality that utes are bulky, expensive, and often unaffordable for many artists trying to make a living in a congested city.
The rules are confusing and contradictory:
→ City of Sydney states any vehicle can stop in a loading zone to drop off goods
→ NSW Government states only "goods vehicles" qualify
If nothing changes, it will force more artists out of the industry, and directly threaten Sydney’s live music and cultural vibrancy. Most musicians can’t afford large vehicles or constant fines, and the current system disproportionately punishes those simply trying to do their job. Carrying large, heavy equipment from distant car parks—often up stairs, across narrow footpaths or hills—has serious physical consequences. This increases the risk of injury and long-term strain. Insurers like Duck for Cover should be concerned, and the NSW Department of Health must recognise the occupational health risk this creates for performing artists.
Now is the time to act. If Sydney wants to sustain a rich music culture, we need support—not penalties. That starts with fair, consistent access to loading zones for musicians.
We are calling on John Graham, Special Minister of State, Minister for Transport, Minister for the Arts, and Minister for Music and the Night-time Economy, to intervene and help clarify the law, protect our working conditions, and stop these unfair fines.
We ask the NSW Government and the City of Sydney to:
✅ Clarify and unify loading zone rules across agencies
✅ Allow any vehicle transporting professional music equipment to access loading zones
✅ Stop penalising artists simply for doing essential work
If we want Sydney to be a city that champions music, creativity, and culture, we must treat its musicians with respect and fairness.
