Seeking Justice for abandon animals in Jacksonville Florida
The Issue
Jacksonville FL Animal control offices to uphold the city laws Under the official dog abandonment laws (828.13), abandonment is defined as “to forsake an animal entirely or to neglect or refuse to provide or perform the legal obligations for care and support of an animal by its owner.”
On June 10th in Jacksonville Florida, Angles Second Chance Animal Rescue Received report of dog, located at 5110 12th street tied to a poll. The texts messages received from owner stated that she was leaving the dog because the all shelters were full.
Jacksonville police and animal control officers where called to the scene , police state that this was out of his control and that animal control officers would need to be called, when animal controlled arrived they assessed the scene and said they would not press charges to the owner because the rescue party had taken the dog off the poll.
The rescue party had taken the dog off the poll because the dog was in distress with the leash wrapped around the neck.
according to animal control they have to witness the animal being "abandon" to file any charge.
we do not feel like this falls under the Notarized affidavits without Animal Care & Protective Services field officers witnessing the incident directly. objectionable noise (barking) for over 20 minutes, destruction of property and other matters we feel like this falls under the enforment as the animal was in distress.
