Legalize Trap-Neuter-Return for Costa Mesa Cats

The Issue

Take action! A huge thank you to those who have signed and shared. Please consider emailing Costa Mesa Council members with your thoughts on TNR. The first step is to make it legal. Once legal, those who are doing it can come forward with real statistics and have access to private grants that are restricted with the legal barrier. CM is hyper focused on this being a money issue and have delayed for over 7 years denying the problem. They have favored the program Garden Grove has which is now $190,000/year. Compared to some of the other silly spending in CM, thats nothing! If TNR is legal, we can get real data and publicly provide support for those already doing it. Additionally, once the real numbers are known, the city can make a true educated decision on a program or not. In the meantime, changing the ordinance to allow the return to field of feral cats is the humane thing to do. There is a drafted ordiance which was provided to the city council in March 2025. Many people spoke about TNR at the council meeting. The only person opposed was the former head of CM Animal Control. The Daily Pilot has written a few articles about CM City Council delaying this issue as well. To the bird lovers, we want the same thing. TNR will reduce the numbers of community cats and ultimately protect the birds and prevent unwanted litters.

As a resident of Costa Mesa, I have personally witnessed the tragic consequences of this overwhelming issue. These felines deserve a better fate, and one proven method to address this problem is through Trap-Neuter-Return (TNR).

TNR is a humane and effective approach that helps control community cat populations. It involves trapping the cats, neutering or spaying them to prevent unwanted litters, and then returning them to their original environment. This method not only curbs the overpopulation crisis but also significantly reduces the number of cats that end up in shelters, ultimately lowering euthanasia rates.

In regions that have embraced TNR, such as Los Angeles and San Diego, there has been a noticeable reduction in cat populations, demonstrating its effectiveness as a long-term solution. Costa Mesa can benefit from similar measures, contributing to more sustainable and humane animal control practices.

Legalizing TNR in Costa Mesa will empower our community to take responsibility for the welfare of these cats. Not only does it save lives, but it also supports harmonious coexistence between humans and animals.
