Legalize Lane Filtering in Oregon – Pass HB 3542 and Save Lives!

The Issue

Oregon riders are stuck—literally.

Every day, motorcyclists are trapped in bumper-to-bumper traffic, overheating engines, dodging distracted drivers, and facing the constant risk of being rear-ended. It doesn’t have to be this way.

We’re calling on Oregon lawmakers to pass House Bill 3542 and finally legalize lane filtering—a safe, smart, and proven practice that’s already working in California, Utah, and Arizona.

Why Lane Filtering Matters:

Motorcyclists are 28 times more likely to die in a crash than people in cars.
Rear-end collisions are one of the top causes of injuries for motorcyclists stuck in stopped traffic. A UC Berkeley study found that lane-filtering riders are:

41% less likely to suffer head injuries
21% less likely to be hit from behind
Involved in less severe crashes overall

What HB 3542 Would Do:

Allows lane filtering only:

On roads with speed limits of 50 mph or more
When traffic is moving at 10 mph or less
If the motorcycle travels no more than 10 mph faster than traffic

Bans filtering in school zones, construction areas, or on the far left/right lanes
Fines reckless filtering—this isn’t chaos, it’s control

What You Can Do to Make This Happen:

1. Sign this petition.

Your signature shows Oregon lawmakers that the public supports safe lane filtering. Numbers matter—help us hit our goal.

2. Share it everywhere.

Post this on Facebook, Instagram, Reddit, and in your motorcycle groups. Use hashtags like #LaneFilteringOregon and #HB3542 to build momentum.

3. Contact your legislators directly.

Send a short message like:

“Hi, I support HB 3542 to legalize lane filtering in Oregon. It improves rider safety and traffic flow. Please vote YES and protect our riders.”

4. Join local rider advocacy groups.

5. Speak up at town halls or public comment sessions.
