Legalize Free Roaming for Cats in Sandy, UT

The Issue

Living in the charming city of Sandy, Utah, I have experienced firsthand the positive impact of allowing cats to roam freely outdoors. My cat, Parker, has always enjoyed the freedom to explore nature, chase insects, and soak in the sun. Sadly, due to current local regulations, Parker can no longer enjoy these benefits in his own backyard.

Allowing cats outdoor access hasn't just been beneficial for Parker; it also serves the community at large. Cats naturally control pest populations by hunting grasshoppers, mice, and rats. Sandy recently faced an alarming rat outbreak, highlighting the need for natural pest control methods.

In regards to the concern of free roaming cats eating birds, most cats generally will ignore a bird in favor of other smaller animals such as mice and bugs. However by putting a bell on a cats collar it alerts birds and prevents cats from killing them, but still allows cats the opportunity to roam outside and expel excess energy allowing them to maintain a healthy life.

I occasionally take Parker to my workplace in Riverton, where he can safely enjoy the outdoors. Unfortunately, my place of employment is not a permanent solution, and the opportunity for Parker to enjoy outdoor adventures is limited. This lack of outdoor access is visibly affecting Parker’s mental wellbeing, causing me great concern.

By legalizing free roaming for cats, Sandy can enhance the mental health of our pets and contribute to ecological stability in our community. Studies have shown that allowing cats to roam can reduce pest populations significantly, providing a natural and sustainable solution to pest control.

Other cities have embraced more lenient regulations regarding cats, striking the right balance between animal welfare and environmental benefits. Implementing similar measures in Sandy could create a community where both people and pets thrive.

Join me in urging the city officials of Sandy, Utah, to reconsider and update their regulations on free-roaming cats. Our pets deserve the opportunity to enjoy the outdoors safely and healthily, benefiting both their happiness and our community's ecological health.

Thank you for reaching out and taking the time to share your thoughts. I recently responded to the petition creator on Change.org and wanted to provide you with some context regarding our current city policy. As it stands, our city code requires that all owned animal, including cats, be kept under control. In most cases, this means they must remain on the owner’s property or be appropriately restrained when off-property. I've also brought this matter to the attention of our Animal Services Director, Ian Williams, who can offer further insight into the existing policies and enforcement practices. While any changes to the current code would ultimately need to be considered and approved by the City Council, please know that your input is valued and contributes meaningfully to the ongoing conversation.
