Legalise Personal Mobility Devices (PMDs) in NSW — With Safe, Regulated Use

The issue

Petition to the NSW Government

In New South Wales, many Personal Mobility Devices (PMDs), including e-scooters, e-skateboards, hoverboards, electric unicycles, and OneWheels, are effectively prohibited from use in public spaces.

This places NSW behind other Australian jurisdictions that have already introduced safe, regulated frameworks allowing their use.

 
Why This Matters

PMDs offer a practical solution for short-distance travel and first/last-mile connections. Without legal access, residents are left with fewer, less efficient transport options.

At a time when rising fuel costs and concerns over fuel availability are affecting everyday travel, affordable, efficient alternatives like PMDs are more important than ever. Recent global energy market disruptions linked to the war involving Iran have contributed to sharp increases in petrol and diesel prices and localised shortages at service stations, prompting government response measures such as temporarily lowering fuel standards and discussions about fuel tax relief.

 
A Safer, Smarter Approach Is Possible

We are not calling for unrestricted use.

We support a regulated model similar to those already operating in other regions, including:

Age Restrictions
Speed limits appropriate for shared environments (e.g., up to 20–25 km/h)
Mandatory helmet requirements
Use limited to bike lanes, shared paths, and low-speed areas
Clear rules and enforcement to ensure public safety
 
What We’re Asking For

We call on the NSW Government to:

Review current restrictions on Personal Mobility Devices
Introduce legislation allowing their controlled and regulated use
Implement safety-focused rules consistent with other Australian jurisdictions
