Lebanon is still under the influence of the Covid-19 pandemic and the economic crisis, both of which have raised the pressures experienced by the country's population and put many people under the poverty line.

The Lebanese were not solely affected by this crisis, but migrant workers of various nationalities were affected as well.

Before the current crisis, Lebanon was a rich destination for domestic workers. However, that is no longer the case. The economic crisis affected the maintenance of Lebanon as a destination for these workers, while inhumane and unfair practices in some cases were still part of the plight of domestic workers.

Subsequently, the Cross-Regional Center for Refugees and Migrants (CCRM) seeks to include foreign domestic workers in the labour law and abolish the kafala/sponsorship system.

As a first step, we turn to the General Directorate of Public Security to implement the following:

1. Exempt domestic workers who wish to return to their births or to renew their residency from the fines they incur.
2. Re-enact the decision allowing the transfer of the sponsor to include all migrant workers.
3. Take measures that oblige the sponsor to pay the dues of migrant domestic workers as part of their sponsorship.
4. Oblige the sponsor to hand over identification papers to migrant domestic workers and not to seize them.
5. Work to ensure that the travel ticket is secured, if wanting to return to their countries, by the employer.

لا يزال لبنان تحت تأثير جائحة كورونا و الأزمة الإقتصادية التي أدت إلى رفع الضغوطات التي يعيشها سكان البلد و إدراج الكثيرين تحت خط الفقر.

لم يكن اللبنانيون المتأثرون الوحيدين بهذة الأزمات، بل ضم إليهم العمال المهاجرين من مختلف الجنسيات.

كان يعتبر لبنان وجهة مهمة للعاملات المنزليات الأجنبيات، لكن هذه المكانة تأثرت كثيرًا بعد الأزمة الاقتصادية التي حلت به، في حين لم تزل الممارسات غير الإنسانية و المجحفة في بعض الحالات جزء من ما تعاني منه العاملات المنزليات. تتوجه جمعية إنسان إلى المطالبة بضم العاملات المنزليات الأجنبيات إلى قانون العمل و إلغاء نظام الكفالة.

من هنا، يتوجه المركز عبر الإقليمي للاجئين والمهاجرين إلى المطالبة بضم العاملات المنزليات الأجنبيات إلى قانون العمل و إلغاء نظام الكفالة.

وكخطوة أولية، نتوجه إلى المديرية العامة للأمن العام لتطبيق التالي:

1. إعفاء العاملات المنزليات الراغبات بالعودة إلى يلدانهن أو تجديد إقامتهن من الغرامات المترتبة عليهن.
2. إعادة العمل بالقرار الذي يسمح بنقل الكفيل ليشمل جميع العمال المهاجرين.
3. إتخاد إجراءات تلزم الكفيل بتسديد مستحقات العاملات المنزليات المهاجرات ضمن كفالتهم.
4. إلزام الكفلة بتسليم العاملات المنزليات المهاجرات أوراقهن الثبوتية و عدم الحجز عليهم.
5. العمل على ضمان تأمين تذكرة السفر، في حال الرغبة بالعودة إلى بلدانهن، من قبل صاحب العمل.
