The Issue

Petition to the State of Alabama for Comprehensive Animal Control Measures

To the Honorable Governor, Members of the Alabama Legislature, and Local Government Officials:

We, the undersigned residents and supporters of the State of Alabama, urgently call upon our state government to implement and enforce strict animal control measures to address the pressing issues of animal abuse, abandonment, neglect, and the dangers posed by free-roaming dogs. The welfare of animals in our communities reflects the values and compassion of our society, and immediate action is necessary to prevent further suffering and to protect public safety. It is time for Alabama to lead the nation in establishing robust animal control policies.

Definitions and Terminology:

Dog Attack: An aggressive action by a dog towards a person or another animal that results in physical harm or psychological trauma. This may involve chasing, biting, or other forms of aggressive behavior.
Dog Bite: An incident in which a dog’s teeth penetrate the skin of a person or another animal, causing injury, infection, or other complications. A dog bite may occur without prolonged or repeated aggression.
Dog Mauling: A severe and prolonged attack by a dog involving multiple bites, tearing of skin or tissue, and significant physical trauma. Maulings often result in life-threatening injuries or fatalities.


Whereas:

Animal abuse and neglect are pervasive issues across Alabama, resulting in unnecessary suffering for countless animals each year.
Abandoned animals pose significant risks to public health and safety, including the spread of disease, increased traffic accidents, and the endangerment of residents and pets.
Free-roaming dogs present a serious threat to public safety, with numerous incidents of attacks, bites, maulings, and fatalities reported across the state.

In the United States, approximately 4.5 million dog bites occur annually, with an average of 800,000 requiring medical attention.
Statistics show that between 30 and 50 fatal dog attacks occur in the United States each year, with many incidents involving children and elderly victims.
In Alabama, recent incidents include:
December 2024: A 40-year-old man, Francisco Batz-Lux, was found dead after being mauled by a dog in a mobile home park in Albertville, Marshall County.

June 2024: An elderly man in Lawrence County was killed by two free-roaming pit bulls outside his home.
February 2023: A 4-year-old boy was mauled to death by a neighbor’s dog in Jefferson County.
November 2022: A young boy in Owens Cross Roads, Alabama, was tragically killed in a brutal mauling by two dogs while playing outside his home. This devastating incident underscores the urgent need for preventive measures.
Existing penalties for animal cruelty and neglect are insufficient to deter such behavior, leaving perpetrators largely unaccountable for their actions.
Animal shelters and rescue organizations are overwhelmed by the volume of animals requiring care, many of whom suffer due to inadequate resources and funding.
Protecting animals and ensuring public safety aligns with Alabama’s values of stewardship, responsibility, and compassion.
Therefore, we respectfully demand:

Comprehensive Animal Control Legislation:

Implement statewide animal control measures that include mandatory registration of domestic animals, spaying and neutering requirements, and enforceable leash laws.
Allocate sufficient funding to establish and support municipal animal control programs, shelters, and veterinary services.
Establish protocols to identify, capture, and manage free-roaming dogs, including humane containment and behavioral assessments to determine appropriate outcomes.


Stricter Penalties for Animal Cruelty:

Strengthen existing laws to impose harsher penalties, including significant fines, imprisonment, and mandatory rehabilitation programs for those convicted of animal abuse, abandonment, or neglect.
Establish a public registry of animal abusers to prevent future ownership of animals by repeat offenders.


Measures to Address Free-Roaming Dog Threats:

  • Mandate immediate response protocols for reports of aggressive or dangerous free-roaming dogs.
  • Enforce penalties on owners who allow their dogs to roam freely and pose threats to the community.
  • Develop partnerships with animal control officers, law enforcement, and community organizations to ensure effective management of free-roaming dog populations.


Public Education and Awareness Campaigns:

Launch statewide initiatives to educate the public about responsible pet ownership, the importance of spaying and neutering, and recognizing signs of animal abuse or neglect.


Collaboration with Community Organizations:

Partner with local animal welfare organizations and advocates to ensure effective implementation of animal control measures and to provide support for community outreach and education.
