Dear Governor Hogan:

With the U.S. Bureau of Ocean Energy Management considering opening a large swath of the Atlantic to leases for offshore oil and gas exploration and drilling, more than 100 East Coast local jurisdictions - including Baltimore City, Ocean City and soon Montgomery County - stand in opposition. I urge you to join Republicans and Democrats across the country to prevent any expansion of offshore drilling on the Outer Continental Shelf.

While the United States continues to need reliable and secure energy sources, I see no justification why the unknown and unlikely benefits of exploration in the Mid-Atlantic warrant risks to the environment and public health. Especially with oil prices at record lows, and the United States already being among the world’s top producers of natural gas and crude oil. Furthermore, the Chesapeake Bay - a major historical, cultural, economic, and ecological treasure - attracts millions of tourists annually, generates hundreds of millions in state and local taxes and supports tens of thousands of jobs. Negative impacts to our Bay and its watershed, our beaches and shores, and the water quality from offshore exploration and drilling could be catastrophic for our State.

While I laud your support for an “all of the above” national energy policy and commitment to protecting the environment and Bay in your FY17 budget, more offshore drilling simply does not get our country closer to achieving long-term energy security, creating new sustainable jobs, encourage greater innovation of new energy technologies or fighting climate change. Investing in clean, renewable energy is the preferable way forward. Maryland has already taken steps towards such policies by increasing renewable energy capacity by more than 50%, and becoming a national hubs for green businesses and jobs. But that very future is endangered by allowing oil and gas drilling in the Mid-Atlantic.

Thank you for the opportunity to share my views on this important issue. I hope you join me in opposing more oil and gas leasing on the Atlantic Coast this year.
