The Issue

To: The Ministry of Public Health and Environment, Urban Development Ministry, and Ministry of Communication
In today’s fast-paced, urban environment, excessive noise in public spaces has become an increasing source of stress, impacting both physical and mental well-being. Constant exposure to noise pollution in areas like public transport, parks, shopping centers, and other shared spaces disrupts our ability to focus, relax, and enjoy a peaceful atmosphere.
We, the undersigned, call upon the Ministry of Public Health and Environment, the Ministry of Urban Development, and the Ministry of Communication to introduce and enforce regulations that designate quiet zones in public areas. These zones will ensure that people can enjoy a peaceful environment, free from unnecessary disturbances, particularly in sensitive areas such as:
1. Public transport (e.g., trains, buses, subways)
2. Public parks and recreational areas
3. Libraries and study zones
4. Hospitals and medical waiting areas
5. Shopping malls and retail areas
Why is this important?
Excessive noise negatively impacts our quality of life. Studies show that prolonged exposure to noise pollution can cause:
- Stress and anxiety
- Sleep disturbances
- Increased risk of heart disease
- Lowered productivity
- Reduced ability to concentrate
Countries like Japan, Germany, and Switzerland have successfully introduced quiet zones in public spaces, which contribute to overall public well-being and respect for others in shared environments.
What we are asking for:
We are requesting that the government:
- Designate quiet zones in key public spaces where noise should be minimized.
- Enforce noise control measures, including clear signage, awareness campaigns, and fines for non-compliance.
- Introduce regulations that require the use of earphones or silent mode for mobile phones and devices in quiet zones, ensuring that calls, videos, or music do not disturb others.
- Promote a culture of respect for shared public spaces by educating the public on the importance of quietness for mental health and general well-being.
Role of the Ministry of Communication:
We also urge the Ministry of Communication to take an active role by:
- Launching public education campaigns to raise awareness about the importance of quiet zones and the responsible use of mobile devices.
- Creating and disseminating guidelines for proper communication etiquette, including the mandatory use of earphones or silent mode in designated quiet zones.
- Assisting with the signage and public service announcements to reinforce the quiet zone policy across different platforms (e.g., handphone, tab, TV, radio, social media).
This law will not only benefit the individual but also contribute to a healthier, more harmonious community. By establishing quiet zones, enforcing the use of earphones or silent mode, and providing the public with clear communication, we can create spaces where everyone, including children, the elderly, and those who need peace for health reasons, can feel comfortable and relaxed.
