Rosoboronexport è il principale fornitore di armi al dittatore siriano Bashar al-Assad. La compagnia russa detiene il monopolio sugli export di armi e secondo un reportage da Reuters, da dicembre 2013 c’è stato un forte incremento di armi da Rosoboronexport al regime di Assad.[i] Con oltre 300,000 morti fino ad ora e con un numero di morti giornalieri estremamente alto, nessuna soluzione al conflitto siriano può essere raggiunta senza il blocco dei rifornimenti di armi dalla Russia, principale alleato di Assad. E’ inoltre chiaro da ogni evidenza che il regime siriano non utilizza le armi per difesa del proprio territorio o contro aggressori militari, ma che utilizza le armi in aree civili entro il proprio territorio, dentro le maggiori città come dentro villaggi sparsi per l’intero territorio nazionale. Fino ad ora l’incondizionato sostegno politico e militare della Russia per il regime siriano non è mai venuto meno, anche alla luce di ammissioni di utilizzo di armi chimiche contro il popolo civile, servendo di velivoli russi per eseguire l’attacco. Tuttavia, se i governi occidentali potessero mettere più pressione su Putin boicottando le società russe di armi e interrompendo contratti per violazione di EU Decisone 2011/273/CFSP[ii], la Russia pagherebbe un prezzo pesante per la sua insistenza nel sostenere Bashar al-Assad in atti di repressione contro la popolazione civile.

Compagnie italiane hanno recentemente firmato contratti con Rosoboronexport a MAKS 2013[iii], che è in violazione della Decisione 2011/273 PESC, in particolare Artt. 1 e 2, dove si legge testualmente:

Art. 1. Sono vietati la vendita, la fornitura, il trasferimento alla Siria o l'esportazione in questo paese di armamenti e materiale connesso di qualsiasi tipo, comprese armi e munizioni, veicoli e materiale militari, materiale paramilitare e relativi pezzi di ricambio, nonché materiale che potrebbe essere utilizzato a fini di repressione interna, da parte di cittadini degli Stati membri o in provenienza dal territorio degli Stati membri, ovvero mediante navi o aeromobili battenti bandiera degli stessi, siano originari o meno di detto territorio.

Art. 2. È vietato: a) prestare, direttamente o indirettamente, assistenza tecnica, servizi di intermediazione o altri servizi attinenti ai prodotti di cui al paragrafo 1 o alla fornitura, alla fabbricazione, alla manutenzione e all'uso di tali prodotti, a qualunque persona fisica o giuridica, entità od organismo in Siria, o destinati ad essere ivi utilizzati;

Le compagnie Selex (Finmeccanica) e OMA SUD SpA, hanno stipulato contratti con Rosoboronexport per cinque progetti con destinatari finali non meglio specificati come “Paesi terzi”. Gli Stati Uniti hanno recentemente boicottato Rosoboronexport seguente feroci critiche da attivisti e gruppi per i diritti umani. Eppure, per tutta la sua retorica contro Assad, il governo italiano sta ancora permettendo compagnie italiane di stipulare contratti alle fiere di armi con il fornitore di Assad, in piena violazione delle Decisioni Europee riguardanti sanzioni e blocco di fornitura di armamenti, anche se in modo indiretto. Invitiamo pertanto il governo italiano a boicottare Rosoboronexport e di proibire che contratti con compagnie italiane vengano stipulati con gli stessi.

Italian government: Impede contracts with Rosoboronexport, Russian arms supplier to Assad

Rosoboronexport is the principle supplier of arms to the Syrian dictator Bashar al-Assad. The Russian company holds the monopoly on arms exports and according to a report by Reuters, since December 2013 there has been a strong upsurge in the arms provided by Rosoboronexport to the Assad regime.[i] With over 300,000 deaths reported up to this time and with a daily death toll that is extremely high, particularly of civilian deaths, no solution to the Syrian conflict can be reached without the block of the supply of arms from Russia, the principle ally of Assad. Moreover, is is clear beyond any doubt that the Syrian regime does not use the arms for defense of its own territory or against military aggressors, but that it utilises the arms in civilian areas within its own territory, within the major cities as well as within villages located in every part of the entire national territory. Until now, the unconditional political and military support of Russia to the Syrian regime has never been lacking, even in light of the admission of the use of chemical weapons against the civilian population, using Russian aircraft to carry out the attack. Considering the above, if the Western governments could put pressure on Putin, boycotting the Russian arms companies, particularly those engaged in export, preventing the contracts with the same for violation of EU Decision 2011/273/CFSP[ii], Russia would pay a heavy price for its insistence upon supporting Bashar al-Assad in acts of repression against the civilian population.

Italian companies have recently stipulated contracts with Rosoboronexport at MAKS 2013[iii], which is in violation of Decision 2011/273 PESC, in particular Articles 1 and 2, where it is stated verbatim:

Article 1

1. The sale, supply, transfer or export of arms and related matériel of all types, including weapons and ammunition, military vehicles and equipment, paramilitary equipment and spare parts for the aforementioned, as well as equipment which might be used for internal repression, to Syria by nationals of Member States or from the territories of Member States or using their flag vessels or aircraft, shall be prohibited, whether originating or not in their territories.

2. It shall be prohibited to: (a) provide, directly or indirectly, technical assistance, brokering services or other services related to the items referred to in paragraph 1 or related to the provision, manufacture, maintenance and use of such items, to any natural or legal person, entity or body in, or for use in, Syria;

The companies Selex (Finmeccanica) and OMA SUD SpA, have stipulated contracts with Rosoboronexport for five projects with final users specified only as “Third countries”. The United States has recently boycotted Rosoboronexport following ferocious criticism by activists and human rights groups. Yet, for all of its rhetoric against Assad, the Italian government still today permits Italian companies to stipulate contracts at Arms Trade Fairs with the supplier of Assad, in full violation of the European Decisions regarding sanctions and blocking of armaments, even in an indirect manner. We therefore urge the Italian government to boycott Rosoboronexport and to prohibit that Italian companies stipulate contracts with the same.
