Launch "Talent Repatriation" Program for Indian students impacted by H1B uncertainty.

The Issue

The ongoing uncertainty surrounding H1B visas presents a unique and historic opportunity for India to transform what was once termed "brain drain" into a substantial "brain gain." Our country's brightest minds, graduates from top US universities, could potentially return and contribute to the advancement of Indian academia, research, and industry. This is an invaluable chance for us to reintegrate our top scholars into the national fabric, boosting our global standing in innovation and technology.

To seize this opportunity, we urge the Indian government to launch a "National Talent Repatriation" program. This initiative should aim to offer free, immediate, and lateral admission into India’s esteemed universities (like IITs, IIMs,  IISc, AIIMs, CMC, NLU, JNU, NLSIU, DU etc.) for Indian students who are currently studying in the top 10-15 universities in the United States in various fields.

By doing so, we can not only halt the outflow of talent but also infuse our educational and R&D institutions with globally-trained minds who bring with them diverse experiences and innovative ideas. This influx of highly educated individuals is essential for the expansion and enhancement of India's research and development sector and startup ecosystems.

Statistically, India ranks as one of the largest sources of international students pursuing higher education in the US. According to the Institute of International Education's 2020 Open Doors report, over 200,000 Indian students are enrolled in US institutions. However, many of these students remain abroad due to greater opportunities and facilitative visa policies. With changes in US immigration policy, many face uncertainty about their future employment and tenure in the US.

This situation can be transformed into an advantage for India. By creating an inviting environment through the "National Talent Repatriation" program, we can prompt a return of Indian scholars, leading to a rise in domestic innovations and start-ups, securing India's place as a global powerhouse of intellect and creation.

We therefore call upon stakeholders and the Indian government to act swiftly to implement this program. We have the chance to grow and flourish by welcoming our scholars back home, empowering them to lead India into a new era of technological advancement and research prominence.
