The undersigned have bought property zoned in Laramie County in good faith, to be able to excercise the benefits and liberties thereof including, but not limited to, raising livestock, have controlled burns to manage their land, pay lower taxes, have reduced ordinances such as noise as it pertains to livestock and dogs, fireworks, machinery, etc., reduced regulations of conforming to external expectations as it benefits their personal and commercial interests. 

The same undersigned did not consent or agree to having their personal and commercial real estate annexed by the City of Cheyenne, which would be to the detriment of the excercise of their rights, preferences and personal liberties. 

The same undersigned demand that the City of Cheyenne, including but not limited to Mayor Collins and the Cheynne City Council, immediately and finally cease and desist their predatory efforts to increase their revenue and jurisdiction by annexing lands, properties, streets, public utilities, schools and other services and amenities against the rights and wishes of the owners of the properties and real estate currently under the jurisdiction of Laramie County, and currently outside of the jurisdiction of the City of Cheyenne.
