Waiver of late fees from LTA for vehicle owners during Circuit Breaker
The Issue
Waiver of late fees from LTA for vehicle owners with COE expiring in April and May 2020
For car owners with vehicles expiring in April and May 2020, we will be affected in various ways:
1) Vehicle owners who are planning to renew COE, may be subjected to $50 to $250 late fees for not renewing in time but it may not entirely be their fault
- Vehicle owners may require loans, but have trouble finding a service provider who can operate during the Circuit Breaker period
- Vehicle owners may be stuck because they have made payment to COE renewal service providers who are unable to operate during the Circuit Breaker
- Vehicle owners may not be tech-savvy to use the digital methods for online COE renewal
2) Vehicle owners who are planning to de-register their vehicles, may already be incurring additional costs
- Vehicle owners have no choice but to incur charges to tow their expired vehicles to the scrapyard after the Circuit Breaker
- Vehicle owners have to continue to pay for season parking even though their vehicle's COE has already expired and cannot be driven
- Vehicles being scrapped during this period practically have no body value due to the drastic drop in demand from the Circuit Breaker measures
3) Vehicle owners who have scrapped their vehicles but their grace period is within the Circuit Breaker, may be subjected to serious penalties
- Vehicle owners may incur late fees or fines due to not completing de-registration procedures correctly as they are not familiar
We hope LTA can look into measures that can reduce the impact on this group of affected Motorists. We understand that late fees and penalties serve the purpose of preventing abuse, but we hope vehicle owners will not be penalised unfairly during this difficult times.
