OPPOSITION to Flournoy Meadows Development (116-08-005A on 89-A)

The Issue

RESOLUTION OF OPPOSITION to the development The Cottages at Flournoy Meadows (14-Acre Parcel 116-08-005A on 89-A) and against the developer’s attempt to amend the Flagstaff Regional Plan and dramatically re-zone the parcel.

WHEREAS:

  • The Phoenix-based developer (Christifulli) is attempting to amend the Flagstaff Regional Plan (a plan voted on by the residents of Flagstaff) by requesting to change the designation of the parcel from Rural to Suburban;
  • The developer is also trying to bypass multiple zoning designations in an attempt to rezone the parcel from AR-1 (Agricultural/Residential 1 House per Acre) to RM10A to build a 93 Unit Residential Multi-Family Long-Term Rental complex;
  • Re-zoning this property for high-density long-term apartment rentals would stand in stark contrast to the existing use and aesthetic of the entire area;
  • This type of development belongs where there is existing and adequate infrastructure, rather than in the environmentally sensitive meadow that is currently located at the proposed site;
  • This development would build on top of the entire 14-acre natural meadow that currently acts as an absorptive wetland for snowmelt and rain runoff from the adjacent forest;
  • Developing on top of this sensitive environment would be detrimental to the landscape, wildlife, and nearby community of Pine Del, a neighborhood that relies on the natural functions of the meadow;
  • Nearby properties would be negatively affected by precipitation run-off and waste-water from the development;
  • The proposed development would add a minimum of 222 cars to this rural corridor. This dramatic increase in traffic would be extremely dangerous on a daily basis for local residents and commuters on the 89A;
  • The development would also have a truly consequential effect on the evacuation of the area, particularly regarding wildfires;
  • With only one way in and out of our community (89A), it’s difficult not to imagine a devastating scenario if a rural neighborhood and a high-density rental property were to evacuate at once; and
  • These are only a few of the concerns regarding the proposed development The Cottages at Flournoy Meadows, the developer's requests for rezoning, and their attempts to amend The Flagstaff Regional Plan.

We, the undersigned residents of Coconino County, HEREBY urge the elected Supervisors of Coconino County to:

  • Sustain the vision and veracity of the Coconino County Comprehensive Plan and the Flagstaff Regional Plan;
  • Maintain the rural character and connection to nature of our county and community; and 
  • Deny the developer’s (Christifulli) application to modify our County Comprehensive Plan and Zoning Ordinances.
