ADOPT CRUELTY ORDINANCE
The Issue
We are asking the Knox County Commissioners/Mount Vernon City Council to adopt an animal cruelty referendum/ordinance at the County/City-level that would require pet owners to provide a temperature-controlled environment for owned canines and felines during extreme weather conditions. Failure to do so would result in a assessed penalty and/or the removal of the animal from their property.
Currently, Ohio state laws regarding animal cruelty are vague at best, and the definition of "adequate shelter" can be easily met but still results in the neglect and suffering of animals exposed to extreme cold and heat. We are asking that "extreme weather conditions" be defined as a heat index of 95 degrees Fahrenheit (95° F) or above as determined by the National Weather Service, freezing temperatures, severe thunderstorms, or tornadoes.
Animal Control officers have a difficult job determining whether or not to charge those who leave their pets in extreme weather conditions because of the vagueness of the laws at the state level. In many cases, pet owners meet the state's definition of "adequate shelter" but these shelters do not protect the animal from extreme cold and heat.
